Description
Sources Sought for Architectural and Engineering Services for the Northern Rockies National Park Region This is a SOURCES SOUGHT. IT IS NOT A SOLICITATION NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted to this Sources Sought is strictly voluntary. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this Sources Sought. This Notice is a request by the Government to collect information from A&E companies for the purpose of Market Research. Not providing a response to this Sources Sought will not prohibit/exclude your company from participating in any future solicitations. The National Park Service (NPS), Yellowstone National Park is considering issuing a Request for Proposals (RFP) for Architect/Engineer (A/E) Services. Yellowstone National Park is seeking qualified firm(s) and/or organization(s) to provide multi-disciplinary A/E Title I, II, III Services in the states of Idaho, Montana, Utah, and Wyoming. All requirements will be for locations within the National Park Service, Northern Rockies Region. Typical projects include the DESIGN OF, but are not limited to: repair-rehabilitation, cyclical maintenance and deferred maintenance type projects such as rehabilitation or replacement of existing facilities and utilities or construction of new facilities and utilities. Design for facilities may be historic or non-historic which may include: visitor centers, entrance stations, public rest rooms, maintenance buildings, park housing, campgrounds, trails, or parking lots, Utilities designs may include: water treatment, water distribution, sewage treatment and collection systems, electrical, mechanical, telecommunications, and fire and security alarm systems. Site work may include sidewalks, parking areas and roads. A typical project could encompass an entire structure or structure component such as upgrades to electrical and mechanical systems, replacement of windows, or re-roofing of structures. These projects may range in magnitude from $100,000 to $20,000,000 net construction. Multiple projects may be on-going at the same time. The Yellowstone National Park construction projects that required A/E Services over the last three years have totaled over $40,000,000 in net construction. Companies must be willing to provide A&E services to support construction work performed in historic buildings, landscapes or sites that will require continuous attention to and compliance with historic preservation guidelines. All work will be guided by NPS policies and directives. Historic resources often present unique and unusual conditions and the NPS encourages creativity in the development of preservation methods. Projects will require coordination with various review and planning entities. The projects vary in complexity, scale, and objectives. The scope of work includes schematic design of projects (Title I Services) including, but not limited to: research, site investigations, preparation of condition assessment reports, reports of recommendations, preparation of project scopes, preparation of design-build requests for proposals, surveying, schematic designs, cost estimates, life cycle cost analysis, and value analysis; design development and construction document work (Title II Services) including, but not limited to: drawings, specifications, cost estimates, and value engineering; and construction management (Title III Services) such as site visits, inspection/observation, consultation, review of submittals and shop drawings, and preparation of operation and maintenance manuals and as-built drawings. The responding company shall provide the key disciplines within the current organizational structure. The responding company must have the capacity to handle multiple projects. Disciplines are as follows: architects, historic architects, landscape architects, mechanical engineers, electrical engineers, civil engineers, structural engineers, geotechnical engineers, surveyors, cost estimators, exhibitory / media designers, construction administrators, sustainable design experts (LEED certified), industrial hygienists, interior designers, AutoCAD drafters, model builders, and clerical.
