Description
The National Aeronautics and Space Administration (NASA) Marshall Space FlightCenter (MSFC) intends to issue a Draft NASA Research Announcement (NRA) on or about inthe December 12, 2011, entitled Space Launch System (SLS) Advanced Booster EngineeringDemonstration and/or Risk Reduction for comment by industry through January 13, 2012. The NRA will be in support of the SLS Program and will solicit applied research proposalswhich will offer solutions to meeting the Advanced Booster goal of reducing risk in theareas of affordability, performance, and reliability. Industry is encouraged to submitquestions on the draft NRA as they are formulated and not to hold submittal of questionsuntil January 13, 2012. Questions received during this time period will be answered byamendment to the draft NRA and/or included in the final NRA release. Release of thefinal NRA is tentatively planned for early to mid-February 2012. NASA has identified potential target areas for risk reduction in the draft NRA, however,this list is not intended to be inclusive of every risk that may need mitigating efforts. Offerors are encouraged to propose other risk areas for mitigation that would beapplicable to their Advanced Booster concept. Multiple awards are anticipated consideringthe merits of the submitted proposals in relationship to the evaluation criteria andavailable funds. Multiple awards to a single awardee may be captured via separateContract Line Items or separate contracts. The total funding anticipated being availableand split among awards made against this NRA is $200,000,000; the amount allocated toaward(s) is dependent upon individual Offerors proposed engineering demonstration and/orrisk reduction effort(s) but an expected range is $25,000,000 to $100,000,000.NASAanticipates a minimum of 2 awards but reserves the right to make no award if noacceptable proposals are received. The period of performance for contracts awarded fromthe NRA is anticipated from October 2012 through March 2015, and is not anticipated toexceed 30 months. Participation in this program is open to all categories of U.S.organizations, including educational institutions, industry, and nonprofit institutions. Other Government agencies, Federally Funded Research and Development Centers (FFRDCs),and NASA Centers or their employees may not propose to this NRA unless functioning aspermissible as a supplier, consultant, or subcontractor through separate agreementmechanisms such as Space Act Agreements. NASA employees are not permitted to be keypersonnel on these proposals. For purposes of this NRA, participation by non-U.S.organizations and Foreign Governments is limited to the direct purchase of suppliesand/or services, which do not constitute research except as allowed by NASA FARSupplement 1852.235-72. Offerors are hereby informed that technical engineeringdemonstration and/or risk reduction areas covered by this NRA may require access totechnical data, the export of which is controlled under the Export Control Act, Title 50,United States Code App. 2401-20, the Arms Export Control Act, Title 22, United StatesCode 2751 2794 or both. No award will be made to any Offeror unless the NASAContracting Officer is satisfied that performance of the awarded effort will not involvean illegal export of technical data under either statute. All presentations, charts,publications, journals, or other data which may fall under the Export Control Act orlimited exclusive rights of data, shall be submitted to the MSFC Intellectual PropertyOfficer or Contracting Officer Representative (COR) for subsequent approval.This NRA will include goals for small business concerns across the full spectrum ofsocio-economic concerns.
