Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to extend the current ISIS contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Air Force Safety Center, Kirtland Air Force Base (Albuquerque) NM 87117 requires an extension to bridge contract FA9401-11-C-0015 which expires on 6 January 2012. The extension will be for the periods of 7 January 2012 to 6 April 2012. AFNWC/PKOC intends to extend the current contract held by UNIVERSAL TECHNICAL RESOURCE SERVICES (UTRS), 950 KINGS HWY N STE 208, CHERRY HILL, NJ 08034-1518. DESCRIPTION OF SERVICES: The contractor shall support ISIS development and implementation processes, including MFOQA and ASAP analysis capabilities. The contractor shall provide support services, including management and travel, to effect the validation of the MFOQA and ASAP concepts throughout the Air Force and DoD for a variety of aircraft fleets, missions, and reporting communities. The requirements described assist the AF in the development, implementation, operational deployment, assessment, sustainment, and evolution of Air Force and Joint Service MFOQA and ASAP programs. In support of these programs, the contractor shall provide: MFOQA and ASAP data analysis capabilities and MFOQA analyses; knowledge sharing of technological and operational findings, benefits, and advances; collaboration with members of Sister Services on goals and capabilities for joint MFOQA and ASAP efforts; and publication and dissemination of educational materials, training materials, and lessons learned. IAW FAR Part 5.207(c)15(ii), the proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one (1) source under the authority of FAR 6.302. This notice of intent is NOT a request for competitive proposals. The nature of this extension is to provide MAJCOM Commanders uninterrupted proactive flight safety mishap. Due to such a short period of time, any contractor other than the incumbent (UTRS) would incur start-up costs and ramp-up transition time to meet the current contract's requirements. Those significant costs to hire subject matter experts with experience flying military aircraft would not be recouped in such a short contract period. Also, the transition ramp-up would require significant time under this contract period and would disrupt critical aircraft schedule downtime and loss of a crucial safety capability. All responsible parties may identify their interest and submit a capability statement, proposal or quotation which will be considered by the government. Responsible parties must clearly demonstrate in the submitted documents that there will be no service interruptions and no added investment and start-up costs associated with award of a bridge contract to any contractor other than the incumbent contractor under these circumstances. Documentation submitted will not exceed five (5) pages and will be submitted electronically to the cognizant Contracting Officer listed in the second paragraph above. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the government.
