Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The Library of Congress' Federal Library and Information Network (FEDLINK) Program is conducting market research, and this RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Library of Congress (LC) is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if one is issued. 1.0. Purpose. The intended purpose of this RFI is to assist LC/FEDLINK in developing potential requirement specifications, as well as to help FEDLINK understand trends in data analytics tools and how to best prepare for current and future government needs in data collecting and analysis. Assistance is needed in identifying and assessing common software applications and tools used to conduct data analytics. Data Analytics is the process of collecting, examining, analyzing and using raw data to better understand, predict, and draw conclusions about that data. Vendors are asked to offer suggestions, comments, and recommendations on data analytics tools that identify meaningful patterns and correlations among variables in large complex, structured and unstructured, historical, and real time data sets. 2.0. Background. FEDLINK is a nationwide interagency consortium sponsored by the Library of Congress. FEDLINK offers federal agencies information resource and support services to help them fulfill their crucial mission of keeping the Government and the nation informed. LC uses its extensive knowledge of the information industry to establish contractual agreements for commercial information products and services, then makes these agreements available to other federal agencies. FEDLINK contracts are negotiated to achieve the lowest possible price and most favorable terms and conditions for the federal government. Across the federal government, multiple programs and offices are engaged in research and analysis that use various data sources to inform policy and program decision-making. The use of data analytics tools will enable improved capability and reliability of the results from research and analysis efforts. The insights gained from the use of data analytics tools may be used in policy formulation, design of research projects, support new hypothesis generation, promote construction of new analytic frameworks, inform survey design and metholodology, and other applications. 3.0. Objectives. The Library of Congress' FEDLINK Program is seeking information on all available commercial-off-the-shelf (COTS) data analytics software applications and tools for the purposes of facilitating the knowledge discovery process within databases and other sources of data and information. Information is being sought on potential sources, current offerings, capabilities, and industry standards and best practices in data analytics tools that use diverse data sources. Of interest are tools used for all or part of the analysis process including manipulation, mining, querying, reports, visualization, forecasting, statistical analysis, text analytics, and modeling of stand alone, networked, and web-based information. These tools should enable users to interactively analyze and query data without technical support intervention. 4.0. Requested Information. All entities that offer a data repository and have the ability to perform data analytics on that data and other data sources are encouraged to respond to this RFI. This request is issued for the purposes of receiving information and feedback on the interest and capabilities of potential sources, and informing the government on the type and scope, as well as, appropriate terms and conditions involved in meeting the objectives outlined in this RFI. Include any area of concern not specifically addressed in this RFI that would be important for the government to consider. 5.0. Responses. Responses to this RFI should not exceed twenty (20) pages and both e-mail and regular mail submittals will be accepted. Marketing brochures will not be considered adequate information as a response to this RFI. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become government property and will not be returned. Interested parties shall submit responses by 2:00 pm (EST) on Wednesday, January 4, 2012.
