- Statement of Objectives Synopsis: This is a Sources Sought notice issued by the Defense Logistics Agency (DLA) Energy - San Antonio, Texas. This is NOT a solicitation for proposals. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future procurement. This notice issued by DLA Energy, solicits industry to express their capability and interest to provide all of the services necessary for the production, materials, supplies, management, tools, equipment and labor of Liquid Helium. Anticipated Period of Performance: The possible requirement for Liquid Helium is expected to result in a onetime, f.o.b origin, purchase with the period of performance between 21 December 2011 and 30 Dec 2011. BLM/Non-BLM: Liquid Helium being sought is for a Federal Government Agency and is therefore subject to the Helium Act and as such, FAR Clause 52.208-8 REQUIRED SOURCES FOR HELIUM AND HELIUM USAGE DATA (APR 2002) will apply. If no approved BLM source can be found, DLA Energy will consider Non-BLM sources of supply as an alternative. Estimated Quantity: The estimated quantity for this potential requirement is as follows: 29,527 Liters Please see the attached Statement of Objectives and the Purchase Description for additional information. Capability Statement: Interested qualified organizations should submit a capability statement for this requirement. Statements should include an indication of current business size. Please include if you can meet the delivery date and if you would provide BLM Liquid Helium or Non-BLM Liquid Helium. Information Submission Instructions: All capability statements sent in response to this Sources Sought notice should be submitted to Keith Harvey, Acquisition Specialist, at keith.m.harvey@dla.mil or Barbara M. Peterson, Contracting Officer, at barbara.peterson@dla.mil. All responses must be received by 8 December, 2011 at 10:00 AM CDST. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. Respondents will be added to the prospective offerors list for any subsequent solicitation. However, responses to this notice will not be considered adequate responses to a solicitation.
