Solicitation Number: VA257-12-Q-0073 Notice Type: Combined Synopsis/Solicitation Synopsis: T his is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; RFQ ™s are being requested and a written solicitation will not be issued. The solicitation number is VA257-12-Q-0073 and is issued as a Request for Quotes (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611 with a small business size standard of $ 7.0 Million. This requirement is a small business set-aside and only qualified offerors may submit quotes. The solicitation pricing will be due on December 8, 2011 @ 12:00:CST via e-mail to: brian.delaney@va.gov Background The Center of Excellence has several on-going research projects that are gathering the most current information (data) on OEF/OIF/OND veterans. For example, SERVE is a on-going longitudinal study that is building a data base of information on predictors of PTSD following a thorough clinical assessment of over 300 OEF/OIF veterans. GOBA (the genetics of brain Anatomy) has developed a database following a thorough clinical assessment and fMRI imaging of over 150 OEF/OIF veterans. Center of Excellence investigators are posed to begin analyses of these and other database to produce multiple manuscripts for publication to inform the VA of important research findings. Statement of Work Provide expert statistical consultation to CoE investigators. Consultation services will be needed both prior to the submission of research applications intended to provide funding for future CoE research projects and on existing de-identified data bases created from current on-going research projects. The data analyzed with the assistance of the statistical consultant will be used for the purpose of education dissemination to national conferences, peer-reviewed publications, VA health care specialists and administrators and to legislative bodies, as requested. Data disseminated in this manner fulfills the mission of the CoE. Patient contact will never be involved. Computer proficiency is necessary to read and answer email messages and type/compose technical and expert narrative for input into grant applications and manuscripts. Proficiency with statistical software such as SAS, SPSS, MPlus and HLM statistical packages are essential; as well as familiarity with a broad range of statistical analyses including, but not limited to, Hierarchical maximum-likelihood (ML) linear regression modeling, Bayesian statistics, GLM, regression, Cox regression/survival analysis, latent growth modeling (LEM), structural equation modeling (SEM), hierarchical linear modeling (HLM), generalized latent variable modeling as well as experience and expertise with longitudinal data analysis, techniques for addressing missing data, analyses of genetic data, meta-analysis,meta-regression and clinical trials. This acquisition will be for consultation services prepared in accordance with Federal Acquisition Regulations (FAR) and will be conducted using acquisition procedures in accordance with FAR Part 13; and in accordance with FAR 31.205-33 “ Professional and Consultant Services Costs. Contractor will be required to pass security background check that will include completion of fingerprint cards before beginning performance under the contract. Location of Work: It is not necessary that services be performed at the CoE; the contractor may work remotely at another location. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The evaluation criteria for this RFQ will be based on the following factors technical, past performance and price in descending order of importance.
