- Draft Performance Work Statement This sources sought notice is not a request for proposal, a request for quotation, or an invitation for bid; nor does it restrict the 647th Contracting Squadron to an ultimate acquisition approach. This sources sought notice is in support of market research being conducted by the 647th Contracting Squadron to identify companies which are certified under the Small Business Administration (SBA) 8(a) Business Development Program, and are capable of providing Exercise Planner Support Services in accordance with the requirements as stated in the attached draft performance work statement (PWS). GENERAL REQUIREMENTS: The overall primary objective of the Exercise Planner Support is to plan and execute exercises that prepare forces at the tactical level (Field Training Exercises) and operational level (Command Post Exercises) for possible future contingencies. Work involves establishing exercise objective and plans, so that the Air Force can measure and improve their ability to meet contingency taskings while simultaneously meeting Commander, US Pacific Command's Theater Campaign Plan and Commander, Pacific Air Force Theater Campaign Plan objectives. The work requires consideration of factors such as cost effectiveness, attainment of operational goals and objectives, and rules of engagement. The service provider shall provide recommendations to optimize organization and exercise operations in assigned exercises. The work also involves identifying and developing ways to resolve problems or cope with issues that directly affect the accomplishment of specific command unique goals and objectives, often times in coordination with organizations and individuals outside of DoD. The work requires consideration of factors such as cost effectiveness, attainment of operational goals and objectives, and rules of engagement. The Contractor shall provide recommendations to optimize organization and exercise operations in assigned exercises. The work may also include support of real-world operations, such as humanitarian and relief operations in the Area of Operations. The Government requests that industry review the draft PWS and provide comments. Respondents please note that only SBA approved 8(a) Business Development participating firms should respond to this Sources Sought Notice. Qualified interested parties may submit responses to this Sources sought notice to ryan.truong@hickam.af.mil by 09 December 2011 with capability statements, which need to include at a minimum the following information: 1. Name and address of company 2. Point of contact name and phone number 3. 8(a) Business Development Certification 4. Commercial and Government Entity (CAGE) Code 5. Provide capabilities statement demonstrating the firm's technical capability to perform the required services described draft PWS. 6. Provide the firm's personnel technical qualification to perform the required services described in the draft PWS. 7. Provide the firm's past performance in providing services identified in the draft PWS. Respondents please note that this is strictly a sources sought notice only. In accordance with FAR 15.201(e), responses to this are not offers and will not be accepted by the Government to form a binding contract. No formal solicitation document exists at this time. No contractual action will be initiated, considered, or awarded based on this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this sources sought request. Information submitted by the interested parties is provided on a strictly voluntary basis.
