Requirement Synopsis for the study and analysis of the functional requirements and performance of communications-based train control system. FTA Procurement Request Number: FTA-12-0031 SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY: Synopsis: This is a SOURCES SOUGHT NOTICE to determine the availability and capability of potential small businesses to perform requirements as set forth in the attached Requirement Summary. The Federal Transit Administration (FTA) of the U.S. Department of Transportation (DOT) is seeking capability statements from companies that are capable of providing professional services that will study the functional requirements and performance standards of communications-based train control systems meeting the Positive Train Control (PTC) mandate for multiple types of train-sets in the shared use of rail tracks and rights of ways. The purpose is to evaluate the risk and reliability of current PTC technology, and to identify the enhancements needed to enforce the temporal separation of Federal Railroad Administration (FRA) compliant (often heavy in weight) equipment and Lighter-Weight equipment in shared-track operations, which may include both freight and passenger railroad systems. The contract support is sought to evaluate the use of PTC to enforce the extended temporal separation rules, and create a demonstration program of a PTC system that improves the safety of shared-track operations. Information provided should be detailed in the area(s) stated in the attached Requirement Summary so the Government can assess the ability of your company to provide the described services. Each response must reference the sources sought title. All Offerors must state whether they are a large or small business. Offerors are requested to provide their DUNS numbers. Interested parties must respond to this announcement electronically (via email) within 45 days of publication. Mailed, telephonic, and faxed requests will not be honored. All responses must be sent to the attention of Naheed Nasrin, electronically via email. Please e-mail all responses to: Naheed.nasrin@dot.gov. Availability of any formal solicitation, if any, will be announced separately. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for informational and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of response to this Special Notice. This notice does not constitute a solicitation for bids and proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract.
