- Questionnaire Pre-Solicitation Draft Solicitation QSDM-A0-110066-N is scheduled to be issued on or around the week of January 9, 2012. This will be a two year Requirements Type contract with 3-1 year options and contain an Economic Price Adjustment clause. This will be a multiple award Requirements Contract; the number of awards is yet to be determined. The contract period will be 04/01/12 or date of award whichever is later through 03/31/17, if all options are exercised. The Government intends to make awards for Requirements Contracts to multiple vendors to provide Tool Kits to the Government, under FSC Group 5180. It will be a two step award process. Part one, solicit and award of requirements contracts, Part two, solicit and award individual NSNs to be awarded under established Requirements Contracts. The intent of the Tool Kits on Demand (TKOD) Draft Solicitation, QSDM-A0-110066-N, is to publicize the Government's plan for the procurement of tool kits through the Special Order Program (SOP), in an effort to gain insight from the vendor/commercial community to see if the requirements that we are looking to procure are practicable and attainable. Through this TKOD Draft Solicitation, the Government hopes to gain additional knowledge that can be used to produce a better solicitation with less ambiguity. Knowledge is the key to making this procurement mutually beneficial for both the Government and the vendor community alike. Instructions to Vendors for Draft Solicitation The Government asks that you review the requirements of the TKOD Draft Solicitation and note any areas where you and or your company sees that the Government can improve this procurement, areas of concern, or questions that you have concerning the requirements of this procurement. In addition to the TKOD Draft Solicitation we will be conducting individual virtual conferences for any vendor who submits a written response to the questionnaire and requests an individual conference, via virtual conference(s) calls December 15 through 19. You must submit a written response to the questionnaire in order to participate in an individual virtual conference. All vendors who have indicated that they want to participate will be assigned a meeting time. During this time, the Government will discuss any questions submitted as a part of the TKOD Draft Solicitation and the vendors will have the opportunity to ask additional questions that they have about the Government's proposed solicitation. All discussions will be limited to the TKOD Draft Solicitation and responses to the questionnaire. This conference is optional, and participation in individual virtual conferences, will not be used as an evaluation factor in any future proposals submitted. The Request for Proposal (RFP) for the TKOD Solicitation is anticipated to be posted on or about the week of January 09, 2012. Please submit responses to questionnaire in writing no later than Friday December 9, 3pm CST.
