Description
Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6070, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Medical Oncology Branch (MOB), Molecular Pharmacology Section plans to procure on a sole source basis services from AB SCIEX, LLC, 110 Marsh Drive, Foster City, CA 94404 a maintenance and service agreement for two AB SCIEX QTRAP5500 mass spectrometers. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13 to use simplified procedures for commercial acquisitions. The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award, with two one year option periods. The Molecular Pharmacology Section within the Medical Oncology Branch has, as its primary focus, understanding the pharmacology of new anticancer agents. The AB SCIEX QTRAP5500 mass spectrometers perform analysis and quantification of small molecules (primarily anti-cancer drugs) in biological matrices which are used in support of pharmacokinetic studies required in many of the ongoing clinical trials being conducted within the CCR. NCI proposes to purchase a service maintenance agreement for the two AB SCIEX QTRAP5500 mass spectrometers. These instruments are essential and important to research in the Molecular Pharmacology Section. In order to continue supporting many ongoing clinical trials through analysis of patient samples, the AB SCIEX QTRAP5500 systems must be kept in optimum condition with minimal downtime. The contractor shall provide: 1) Two (2) preventive maintenance inspections per year; 2) unlimited emergency repair within two working days from first call; 3) furnish all required replacement parts at no additional cost to the Government; 4) software service and updates in accordance with the manufacturer's latest established service procedures. Contractor personnel shall be technically qualified factory-trained personnel with a minimum of two (2) years factory training and experience in servicing AB SCIEX QTRAP5500 Mass Spectrometers. AB SCIEX is the only known contractor that can provide maintenance for the QTRAP5500 mass spectrometers. AB SCIEX, LLC does not supply spare parts to other distributors or service providers. In addition, it does not provide Service Engineer level training to anyone except AB SCIEX Field Service Engineers who are employed by the company. Furthermore, the software that runs the entire system for these mass spectrometers is only updated by, and available from, AB SCIEX. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on December 16, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
