Description
Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents. This notice is a request by the Government to collect information from construction firms for the purpose of Market Research. Not providing a response to this announcement will not prohibit/exclude your company from participating in any future solicitation. The National Oceanic and Atmospheric Administration (NOAA) is conducting a market survey to determine the availability of construction firms to provide design-build and bid-build construction services for a broad range of construction requirements, in support of the NOAA's Project Planning and Management Division, Western Region under a Multiple Award Task Order Contract (MATOC). The Western Region of NOAA consists primarily of the western half of the United States, plus Alaska, Hawaii and the American Territories located throughout the Pacific Ocean. The NAICS code for the proposed procurement is 236220 with a corresponding size standard of $33.5 million. Task Requirements: Construction trades may include, but are not limited to: civil, mechanical, plumbing, structural, electrical, HVAC, and general labor. Incidental architect-engineering (A-E) services related to design-build requirements may be required. Incidental A-E services are A-E services that are utilized only where necessary to complete the design requirements of a design-build project. Requirements for design services only shall not be placed against the proposed contract. All task orders will be awarded on a firm-fixed-price basis. Award of competitive task orders may be awarded on the basis of the lowest responsive price or best value. The Government intends to award at least three (3) but not more than five (5) firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contracts. It is anticipated that task announcements will be issued pursuant to the Fair Opportunity Act and will range in value from $150,000 to $5,000,000 with a Joint Total Acquisition Value (JTAV) not-to-exceed $50,000,000 over the five-year life of the contracts. Submittal Requirements: Firms responding to this announcement shall provide a capability statement including: company name, Cage Code, DUNS number, size status of business, (including category of small business, if applicable) a statement describing previous experience with similar Government contracts, point of contact name, point of contact phone number, point of contact e-mail address, and company Web address (if available). Responses must be limited to no more than three (3) pages. Responding firms must provide their capability statement to Contract Specialist, Stephanie Garnett, by email at stephanie.m.garnett@noaa.gov no later than 2:00 PM PST on December 12, 2011.
