Description
This Sources Sought is NOT a request for competitive proposals and does not constitute a commitment, implied or otherwise, that procurement will be accomplished. This is NOT a request for proposal or invitation for bid. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government assumes no responsibility for costs incurred by the contractor in responding to this Sources Sought. These costs remain solely the responsibility of the responding contractor and response is voluntary. The Government is performing market research on cost and potential sources for the following requirement. NAICS Code 334511. This notification is a request for information to determine the feasibility of procuring an F3I replacement for the A-10 CICU. The CICU generates the graphics and processes the data to support the Digital Stores management System (DSMS), the targeting pod, the MIL-STD-1760 munitions, and Situational Awareness (SA). The CICU provides the input/output (I/O) functions necessary to communicate with other A-10 avionics equipment (e.g., 1553B data buses). The information requested will include a ROM, schedule, and logistics concept. It will also identify potential contractors who have the skills, experience, and knowledge required to successfully meet any future technical and logistic requirements in a timely manner. This effort is for Hill Air Force Base, Utah and does not constitute a commitment, implied or otherwise, that procurement will be accomplished. This is not a request for proposal or invitation for bid. The Government anticipates requiring 350 Line Replaceable Units (LRU's) plus spares. The total quantity is based on number of fielded aircraft plus number of spares required based on the selected logistics support concept. The Government anticipates requiring System Integration Lab (SIL) and flight testing of first articles and reliability demonstration testing to exceed 20,000 hours. The Government anticipates receiving a full level 3 data package and technical assistance with full open architecture for establishing depot maintenance at Hill AFB. However, contractors are encouraged to propose alternate logistics support concepts to include 10 year warrantee and/or Contractor Life Time Logistics Support. Interested parties are requested to submit two copies (hard copies or electronic) of a summary of the experience, capabilities, facilities and equipment they have which will allow them to deliver a replacement CICU. A rough order of magnitude (ROM) cost estimate and an estimate of the anticipated time between contract award and first SIL/flight articles delivery are requested as an aid in the planning process. The information is for planning purposes only and the contractor will not be bound by these preliminary estimates. Respondents to this request will be retained in a file and subsequently provided a copy of any Request for Proposal (RFP) if issued. Responding to this request in no manner guarantees a contract will be awarded to the respondent for the repair sources market research. This notice of intent is NOT a request for competitive proposals. Interested sources may identify their interest and submit information.
