- Description:THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This Request for Information (RFI) is a mechanism for obtaining feedback from industry in regard to the requirements stated below, for information and planning purposes pursuant to FAR 15.201(e). This is not a synopsis preceding the issuance of a solicitation. Rather, it is market research issued solely for information purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). BACKGROUNDRequest for Proposal D11PS40236, Systems Operations and Administration (SOA) was cancelled in its entirety on 10 November 2011. The solicitation was cancelled so that the Government can revise its requirements in order to achieve mutually beneficial results. Based on feedback from initial procurement we are refining our strategy to be clearer, improve efficiency, and explore cost cutting initiatives. Due to the nature of the proposed revisions, it was necessary to cancel the original SOA solicitation. A new solicitation will be issued for the revised SOA requirements. It is a high priority to issue a new solicitation in fiscal year 2012. A specific date has not been determined for the release of the new solicitation.To aid in our efforts, this Request for Information (RFI) has been issued to obtain information from industry concerning preferred incentives for a proposed contract to provide Systems Operations and Administration for the Department of the Interior, National Business Center. DESCRIPTION OF INFORMATION REQUESTEDBased on the information found in the attached Statement of Work, offerors are requested to respond to the following questions:-What incentives and disincentives do you suggest will work well in driving successful performance, increase efficiency, and improve costs (i.e. monetary, non-monetary, award term, etc.)=3F-Identify any conditions, constraints, assumptions, and complexities associated with each proposed incentive/disincentive.- Identify any schedule, performance, and cost factors associated with each proposed incentive/disincentive, that are critical for success.-What incentive contract type(s) (if any) do you suggest considering the nature and risk associated with this requirement=3F (NOTE: This is a commercial requirement, Cost type contracts are prohibited) SUBMISSIONS AND FORMAT OF RESPONSESAll interested parties who believe they can meet the requirements are invited to submit in writing their responses to the questions listed above. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.To the extent possible, all responses should be unclassified and for general access by the Government, other evaluators, and other respondents. All material provided (responses, discussions, questions/answers, and other data) that is not related to competition sensitive or contractor proprietary material may be provided (without attribution) to other respondents. Any material provided may be used in development of acquisition plans and future solicitations. Any proprietary information submitted must be clearly and separately identified and marked and will be appropriately protected. The Government will NOT be responsible for any proprietary information not clearly marked.This RFI does not commit the Government to contract for any supply or service. The Acquisition Services Directorate and National Business Center are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party=BFs expense. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. Not responding to this RFI does not preclude participation in any future RFP or BAA. If a solicitation is released, it will be distributed via the Federal Business Opportunities (http://www.fedbizopps.gov) website. It is recommended that interested parties monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. Responses should include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives.
