Description
The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC) intends to enter into a contract for the procurement of commercial Information Technology (IT) hardware and associated value-added services. The proposed acquisition is referred to as the Commodities Enterprise Contract (CEC) with the objectives to promote functionality standardization of IT hardware across the VA enterprise and promote open source products and protocols while concurrently ensuring interoperability with existing network hardware infrastructure. The CEC acquisition requirements include but are not limited to desktops, laptops, servers, switches, routers, storage services, warranty support and repair, installation support, technical support services and pre and post deployment support services. The CEC proposes the award of Indefinite Delivery Indefinite Quantity (IDIQ) multiple-award contracts with the anticipated award of up-to three contracts. Each IDIQ contract will encompass a base 5-year ordering period with the ability to order extended warranty support as options in individual orders during years 6-10 as necessary. Prices for all hardware commodities, standard hardware commodity installation, and warranty support (extended standard and premium support) will be acquired on a firm fixed price basis. Incidental technical support including pre and post deployment support services will be acquired on a time-and-materials basis. This acquisition will be set-aside for the exclusive participation of contractors that qualify as a small business (150 or less employees) under the IT Value Added Reseller (VAR) exception to the North American Industry Classification Systems (NAICS) code 541519 (Other Computer Related Services). It is the Government's intent to make one of the three planned awards to a Service-Disabled Veteran-Owned Small Business (SDVOSB). The solicitation number assigned to this effort is VA118-12-R-0071 and will be issued on or about December 16, 2011. An award date on or about April 27, 2012 is planned. Market research and draft solicitation documents for this acquisition were previously posted to the Federal Business Opportunities web site under Request for Information VA118-11-RI-0259. This notice of intent is not a request for competitive proposals, however, all responsible sources may submit a proposal in response to the resulting solicitation which shall be considered by the Agency.
