- 1.The Government is conducting market research to determine if sureties are willing to issue Performance and Payment bonds on construction projects in Afghanistan. 2.What criteria are used to determine the eligibility of a firm to receive a performance or payment bond for construction in Afghanistan? a.Type of firm (US owned firms, international owned firms, Afghan owned firms) b.Location (province, Northern Afghanistan, Southern Afghanistan, Kabul, etc.) c.Size of the project ($1million or more, $5million or more, $10 million or more, etc.) d.History/viability/credit worthiness of the contractor (conducting business for at least 3, 5 years) e.Type of project (vertical construction, horizontal construction, etc.) 3.What percentage of contract value will the surety be willing to bond? (10%, 15%, 25%, 30%, 100% etc)? 4.Is the surety an approved U.S. listed surety? 5.Please provide response to no later than December 10, 2011 to Contract Specialist Deo Solis at: Deogracias.c.solis@usace.army.mil.
