FedBizOpps PRE-SOLICITATION NOTICE: The Central Texas Veterans Health Care Systems (CTVHCS) Contracting Office (90C) at Temple, Texas; Veterans Administration Medical Center (VAMC) anticipates awarding a Firm-Fixed- Price (FFP) Construction Contract to replace the existing boiler plant, chiller plant and related infrastructure with a new Consolidated Waco Energy Center, Project 674A4-12-705, at the CTVHCS Department of Veterans Affairs, Waco VAMC, 4800 Memorial Drive, Waco, Texas, 76711. The contractor shall furnish all labor, tools, and materials, equipment and supervision to construct the new building, including the necessary electrical, mechanical and building service equipment for a fully operational energy center that will provide steam and chilled water to the medical center located at 4800 Memorial Drive, Waco, TX 76711. The project will replace the existing campus boiler plant (Bldg. 14). The new building will serve as the Energy Center for the entire Waco campus. This project includes a base bid of the building and the three (3) new larger boilers with existing burners, Add Alternates that progressively provide the chiller equipment, consisting of new and relocation of existing chiller equipment for the consolidated chiller plant. The supporting infrastructure is also designed to support a future co-gen unit. The Energy Center will provide three new boilers to accommodate the medical center campus as well as the consolidated laundry that is currently under construction. The Energy Center will contain, in addition to other items; the boiler plant, chiller plant, engineering control center, associated electrical switchgear, emergency generator and water softeners. The project also includes but is not limited to the installation of communication cables to Bldg. 99 and 90, steam lines, water lines, control wires, electrical power and fire alarm system as shown and specified by contract documents, drawings and specifications. The Project will require site demolition, including but not limited to, removal of certain building structures, earthwork, landscaping, trees, underground and above ground utilities, concrete flatwork and foundations, asphalt and concrete paving and other items required by contract documents, drawings and specifications. This entire Project period of performance is 365 calendar days after receipt of Notice to Proceed (NTP). The method of procurement shall be a Request for Proposal (RFP) in accordance with Parts 15 and 36 of the FAR, with an estimated solicitation release date of on or after January 9, 2012 and a proposal due date on or before March 30, 2012. The VA reserves the right to use only Federal Business Opportunities/FedBizOpps (FBO) website - www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the subsequent RFP solicitation. It is the contractor's responsibility to view the FBO website daily for any amendments to this requirement and to obtain the RFP. This procurement is a competitive offer and the solicitation will be advertised as a 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns will not be considered. The applicable NACIS Codes for this requirement are 238220, 221119 and 236220, with a size standard of $33.5 Million. Probable COST RANGE MAGNITUDE: More than $10,000,000.00.
