Description
The Government is issuing this Request for Information (RFI) to collect information for the development and possible future production of a light weight Groin Protection Plate that fits into the Groin Protector Carrier for the Improved Outer Tactical Vest (IOTV), with modifications to the existing carrier as necessary. The technical requirements are provided in the draft Purchase Description (PD), drawings, and Statement of Objectives (SOO), with further details below. This RFI is for the purpose of collecting technical and cost information, including a prototype and dry layup, in the event that the responsible organization receives a request for further evaluations. The acquisition organization responsible for this effort is PM Soldier Protective Equipment (SPE), Ft. Belvoir, VA. In the event the Government decides to proceed beyond the RFI Phase, the Government tentatively plans to conduct Production Design Model (PDM) testing that will be broken into three phases. During Phase 1 the models will be tested using a human factors approach to demonstrate the form, fit, and function of the plates. During Phase 2, the models will be ballistically tested in accordance with the PDM testing protocol outlined in the PD. A first article test, followed by a theater user assessment, shall be conducted during phase 3. The results of the theater user assessment will be used to finalize the requirements of the PD. Multiple IDIQ contract awards are anticipated in a down selection of vendors, with FFP delivery orders to be issued per the Fair Opportunity procedures of the IDIQ contract. The IDIQ contracts may also include the requirement for PDMs, human factors and ballistics testing of the PDMs, and First Article Testing, followed by a down selection to a minimum of two contractors for production. Lot Acceptance Testing (LAT) will be conducted during the production phase. The quantity of the groin protector plate buy is currently unknown. It is anticipated that this item would be a niche solution to a very specific regional threat. Request interested vendors provide, not later than thirty (30) calendar days of the posting of this RFI, a detailed description of their proposed plate design that meets the PD requirements, as well as a rough order of magnitude (ROM) unit price and the vendor's level of interest to participate in a possible competitive acquisition. Each vendor's response shall address specific size, weight, shape, performance (Threat "E" at range - 300m), and durability requirements as stated in the PD. This information should be provided to the contracting office at US Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Division F, ATTN: Ms. Terri Quick, Contract Specialist, Team Armor, Building 4310 Bay 2 Boothby Hill Road, Aberdeen Proving Ground, MD 21005-3013. For demonstration purposes only, vendors shall also submit one (1) prototype model of their design and one dry layup to the responsible acquisition organization at PM SPE, ATTN: MAJ Scott J. Madore, 10170 Beach Road, Building 328T, Ft Belvoir, VA 22060. The Government does not guarantee that this RFI will result in a Request for Proposal (RFP) or contract award, and will not provide reimbursement for any costs incurred by vendors who respond to the RFI. Interested vendors will be afforded the opportunity to discuss their proposed solutions with PM SPE after all responses have been received, prior to the release of a formal solicitation.
