Description
This is not a solicitation announcement. This is a sources sought notice only. This is not a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought notice is to gain knowledge of any commercially available vendors that may be of interest to the USCG. The United States Coast Guard Aviation Logistics Center is conducting market research to determine if any vendors are available that can supply Uninterruptable Power Supplies (UPS) for use with the C-130 Airborne Sensor with Palletized Electronic Reconnaissance (CASPER) system designed to provide target classification, evaluation, and identification by use of a state-of-the-art FLIR/EO sensor. Data obtained from the system is transmitted to operational commanders and is used to interdict suspect targets on law enforcement (counter-narcotics and fishery) patrols, as well as search and rescue missions. The UPS will be installed aboard operational Long Range Surveillance aircraft (HC130H) and must meet the following specifications: Parameter Values Input Voltage AC (AC Input) 115 / 200V AC, 400 Hz 3 Ph WYE Input Power Factor > 0.95 Input Connector MS3102R20-15P (Mate MS3106E20-15S) Battery Voltage 108 V DC Nominal Battery Charge Voltage 124V DC Battery Low Warning 96 VDC Output Voltage 115 V AC 400 Hz Output Power 3 KW Over Load Capability 110% for 5 Minutes Harmonics Distortion THD < 5%, Single Harmonic < 3% Efficiency ≥ 80 % Load Regulation < 3 % No Load to Full Load Output Connector MS3102R20-19S (Mate MS3106E20-19P) Input / Output Isolation Galvanic Isolation between Input & Output Protections Input Circuit Breakers Indicator lights for Over Load, Over Temp, and Low Battery Operating Temperature -20° C to 50° C Storage Temperature -20° C to 50° C Operating Humidity < 95% NC Automatic sensing circuit to switch from AC Power to Battery Backup and alarm to notify operator Battery Enable/Disable Function Size (W/O Handles & Connectors) 24" (L) x 19" (W) x 7" (H) Rack mounted from the sides Chassis Slides Cooling Forced Air by Internal Fans Extra Ruggedization Extra Filtering for MIL-STD-461 Compliance Weight shall not exceed 130 lbs. Responses to this notice should include company name, address, telephone number, Point of Contact (POC), and any supplemental information or literature concerning the performance capability of your product which will allow the Coast Guard to understand your full capabilities. Please respond to the following questions: 1. Do you have a current commercial off-the shelf product that meets this requirement? If yes, please provide commercial literature and your published price lists. 2. Please describe all modifications needed to your commercial system in order to meet the salient characteristics. 3. Is your business a large or small business? 4. If small, does your business qualify as a small, emergent business, or a small, disadvantaged business? 5. If disadvantaged, specify under which disadvantaged group and is your business certified under Section 8(a) of the Small Business Act? 6. Is your business a certified "hub zone" business? 7. Is your business a woman-owned or operated business? 8. Is your business a certified Service-Disabled Veteran-Owned business? 9. Is this item listed on a GSA schedule? 10. Provide points of contact and contract numbers for other government agencies that have purchased your product. After the review of the responses to this sources sought notice, and if the Government still plans to proceed with the procurement, a solicitation announcement will be published in fbo.gov. Responses to this sources sought notice are not adequate response to any future solicitation announcement. All interested parties will have to respond to the solicitation in addition to responding to this sources sought notice. Again, this is not a request for proposals and in no way obligates the Government to award any contract. All companies that can meet the specification are encouraged to provide a capability statement, company literature, brochures, or any other information that demonstrates that the specification can be met. Telephone responses will not be accepted. Responses must be received no later than 30 December 2011 at 13:00 p.m. EST. This notice is to help the Coast Guard in determining potential sources only. All businesses responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. Responses to this sources sought notice are NOT a request to be added to a prospective offerors list or to receive a copy of a solicitation. Reimbursement will not be made for any costs associated with providing information in response to this notice or for any follow-up information requests.
