- Clinical Assessment, Reporting, and Tracking System for Cardiac Catheterization Laboratories (CART-CL) Services VA118-12-R-0037 Questions and Answers 11/29/2011 1) Are there plans to move the response date beyond December 5th? Answer: As stated in the solicitation, SF 1449, Block 8, proposals are due December 9, 2011 at 12:00PM (EST). 2) Is it possible for the contractor to perform at their own facilities (remotely to Denver) or does the contractor have to be physically located in Denver? Answer: Due to programmatic issues to include active /real-time clinical service, patient safety and quality surveillance, the contractor performance shall be at VA facilities located in CART Program Offices, Denver VAMC (Denver CO, 80220). 3) Reference: Proposal Submission Instructions, Introduction, Veterans Involvement Evaluation. Question: Please confirm the solicitation is for 100% total small business. Answer: Yes, as stated in the solicitation, SF 1449, Block 10, this acquisition is 100% small business set-aside. 4) Reference: Proposal Submission Instructions, Introduction, Veterans Involvement Evaluation. Question: Does Veterans involvements provide the priority for evaluation? Answer: See E.7 Basis of Award of the solicitation. 5) Is there more information on the current system? Database schema, what programming languages the current tools are implemented? Answer: No. Information on the current system is provided in Section D, Attachment CART CL System Identification. 6) RFP states Offerors are encouraged to register in vendor portal. Is vendor portal different from SBA? Answer: This was an error and the following sentence is removed from the solicitation, "Offerors are encouraged to register for the Vendor Portal in order to ensure timely transmission of their proposals to the Government." 7) Is there any way that this opportunity can be funded through the TRANSFORMATION TWENTY-ONE TOTAL TECHNOLOGY also known as (T4)? Answer: No. 8) On the Q&A, you were asked if you would consider a solution that starts fresh with new technology, and you answered "Yes, but the solution must meet all requirements and work must begin January 1, 2011." Do you mean that the contractor's work must begin January 1st to configure this "fresh start", or that the CART-CL must be operational by January 1st with all Interfaces built? If work must begin January 1st, how long until CART-CL must be operational to be deployed into the VA? Answer: The solution must meet all requirements of the Performance Work Statement and work must begin January 1, 2011. CART is fully deployed and operational 24/7 at all active VA cath labs
