Description
CAPABILITIES STATEMENT REQUIREMENTS In accordance with A.M.S. 3.2.1.3.12 of the Federal Aviation Administration Acquisition Management System (FAAAMS), industry is hereby informed that the FAA has a contract requirement to provide support services to the Air Traffic Organization's (ATO) Organizational Effectiveness (OE) Directorate under the ATO Management Services Business Unit.The purpose of this market survey is to solicit statements of interest and capabilities from business concerns capable of providing personnel resources to provide support to Air Traffic Organization Office. At this time the nature of the competition has not been determined. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. Since this is for information and planning purposes, no evaluation letters or results will be issued to respondents. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. The FAA seeks specific information from interested vendors as to their ability to meet the requirements of the draft SOW. In this regard, each interested vendor shall submit a Capabilities Statement that provides the following information: Describe your experience, for each task specified in the Draft SOW, with tasks of comparable size, complexity, and geographic spread. Describe previous or current company success in implementing a solid change management methodology with organizational development consulting, coaching, facilitation skills, and organizational metrics elements. Provide evidence of organizational development and change management as core company capabilities. The vendor must submit information regarding professional qualifications and specialized experience in these areas. The information must, at a minimum, include the experience and education of key personnel, specific work completed related to the subjects, and, if applicable, any current employee organizational development projects. In regard to the contractor's methodology and technology for defining and tracking organizational goals and metrics: Does the contractor allow unlimited users to access, read, enter, and update data?Does the contractor require maintenance agreements be established for continued use of the technology after it has been fully implemented?Does the contractor allow the FAA to maintain full ownership of all data entered and stored in the system?Has the contractor's methodology for defining and tracking organizational goals and metrics been implemented for at least two consecutive years (at least 24 consecutive months) within a single organization of any Federal agency? Capabilities Statements must not exceed ten (10) 8 " x 11" pages (12 point, Times New Roman font, 1 inch margins) in length, but may be accompanied by a Letter of Transmittal not to exceed one (1) 8 " x 11" page in length. Responses of interested parties should include the following: Business information:Company nameCompany addressD&B DUNS numberType of business Does your organization have a Government approved accounting system? If so, please identify the agency that approved the system.Company Point of Contact: Name, email address, and phone number Other information: All proprietary information will be treated as such. Therefore, respondents should identify and appropriately mark any proprietary information in responses. All qualified vendors must provide their submission via e-mail no later than 3:00 PM on December 20, 2011. A completed Business Declaration Form must also be provided with submission. Submission received after this date will be determined late and will not be considered.
