- This is a Sources Sought synopsis. There is no solicitation available at this time. This Sources Sought Synopsis is published for Market Research purposes only. No contract or cooperative agreement will be awarded from this announcement. Naval Facilities Engineering Command Northwest is conducting market research to determine the interests and capabilities of entities that possess the ability to prepare and seed tidelands for shellfish. This could include preparing the substrate by placing appropriate materials to create a new shellfish bed and performing the subsequent seeding of the beaches with shellfish, or just the seeding of existing shellfish bed areas. Requirements may include work in the Hood Canal watershed including work in Kitsap, Jefferson, and Mason County. Requirements may also exist in Island and Snohomish Counties. Respondents need to have the expertise, experience, or business partnerships in place to obtain the appropriate permits from the Washington Department of Fish and Wildlife for this type of work. Entities interested in responding to this synopsis should submit a statement of qualification describing past projects preparing beaches for shellfish seeding, shellfish seeding projects, or similar projects. For each project listed, provide a narrative describing the project, duration, cost, client point of contact, and dates performed. The statement of qualifications should not exceed 10 pages. This announcement is not a commitment by the Government to issue a solicitation, contract award, or cooperative agreement nor will it reimburse the respondent any costs associated with the preparation or submission of a response to this notice. This synopsis does not constitute a request for proposal. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. All submittals received will be reviewed for informational purposes.
