Community Police/ Model Precinct Advisor ISSUANCE DATE: 11/30/2011 CLOSING DATE: 12/30/2011 SOLICITATION NUMBER: PSC-12-013-INL Gentlemen/Ladies: SUBJECT: Solicitation for a PSC to serve under DOS in INL. The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. Submissions shall be in accordance with the information provided herein and at the place and time specified. PERIOD OF PERFORMANCE: One year from the date of award 8. PLACE OF PERFORMANCE: San Salvador, El Salvador 9. JOB DESCRIPTION: See below US Personal Services Contract (PSC) US Department of State (DOS) Bureau for International Narcotics & Law Enforcement Affairs (INL) American Embassy San Salvador, El Salvador Narcotics Affairs Section (NAS) GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Narcotics Affairs Section (NAS) in Guatemala and the Narcotics Affairs Officers (NAO) in Honduras and El Salvador implement programs funded by the US Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs, Office of the Americas Programs (INL/LP). The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. The INL Regional Gang Advisor based in San Salvador, El Salvador oversees INL's Regional Gang Initiative programs in Central America. Purpose of the Contract The Community Police / Model Precinct Advisor (CPMP) will serve in El Salvador as the on-site expert on the full range of issues, manage an INL supported Model Precinct project, and assist El Salvador's National Civilian Police(NCP) to implement "best practices" for reducing gang-related crime and violence within targeted communities. The CPMP will coordinate Community Police and Model Precinct programs with INL's Regional Gang Advisor and Salvadoran National Police Command level officials. The CPMP will provide technical law enforcement expertise, policy guidance, technical assistance, and training on behalf of INL in support of host-nation efforts to improve community-policing techniques, and reduce gang activity within targeted communities. The CPMP will provide significant input in strategic planning and development of possible future El Salvadoran Model Precinct projects. Relationship: The CPMP Advisor reports directly to the Regional Gang Advisor. Work Environment: Stationed at the Model Precinct Project of Lourdes, Colon and will frequently travel to the Model Precinct in Santa Ana. The location is considered a high-risk community with high level of criminal activity therefore; the person will be exposed to highly hazardous environment. Official national and international travel may be requested. Physical Demands: There is a potential exposure to verbal and physical threats from criminal elements. Job related mental stress because of the high-risk environment that will be encountered. Position Elements: • Host Country Liaison • Program Management • Planning and Development of Strategies and Crime Reduction Programs • Training Coordination and Planning Guidelines: Regional Gang Initiative Plan of Action and Annual Progress Reports, INL Handbook Personal Contacts: • Internal: Regional Gang Advisor, INL/RGI and CARSI Staff, GSO, FMO, Regional Corrections Advisor • External: National Civilian Police Representatives, Ministry of Justice, Prison Directorate, other INL Contractors Supervision Exercised: None Duties and Responsibilities 1. Review the organizational and operational capacities of the NCP; this includes the working relationships with the Ministry of Public Security and the Ministry of Education. In consultation with the RGA, develop an assistance plan that will promote effective community policing practices. 2. Establish collaborative partnerships in the community between the NCP and the individuals and organizations they serve to develop solutions to problems and increase trust in police. 3. Assist the NCP to develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools. 4. Initiate and coordinate neighborhood crime watch programs. 5. Assist the NCP to implement, oversee, and coordinate best practices for achieving the goal of crime reduction at the precinct or higher level. 6. Identify training needs of the Model Precinct's personnel. Propose training options and course availability in Central America or the U.S. 7. Execute model precinct projects in accordance with the objectives and terms established in the Letter of Agreement, the INL Gang Initiative Work Plan, or similar documents. 8. Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items. 9. Prepare quarterly and annual progress reports regarding the precinct project. Prepare an annual strategic plan for the model precinct project. 10. Attend meetings with US and host-government officials as requested, including the regional working group meetings. Minimum Qualifications 1. US Citizen, able to obtain/maintain a DOS security, ethical, and medical clearance. 2. A Bachelor's degree in Criminal Justice or related field from an accredited institution with fifteen (15) years local law enforcement experience. 3. Demonstrated relevant work experience and/or five (5) years at a management level, particularly in law enforcement program management, training, and problem-solving methodologies. 4. A minimum of five (5) years second-line supervisory / management experience at a precinct or equivalent level in a mid-size or larger municipal police department (i.e. serving a jurisdiction with a population of 200,000 or more). 5. Ability to write and speak Spanish at the FSI 3/3 Level. 6. Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups. 7. Ten (10) years experience managing program resources, including project analysis, design, implementation, and evaluation. 8. Proficient in Microsoft Office Suite. 9. Physically able to reside in El Salvador in the areas of Lourdes, Colón, La Libertad and travel throughout the region. 10. Willing to work in highly hazardous environment with potential exposure to verbal and physical threats from criminal elements. 11. Knowledge in decentralized decision-making, which involves flattening the agency hierarchy, increasing tolerance for risk-taking in problem-solving efforts, and allowing officers discretion in handling calls. 12. Knowledge and experience with US Government (USG) regulations, standards of conduct, and ethics. 13. Ability to successfully complete the FSI Contracting Officer's Representative (COR) course successfully within the first seventy-five (75) days of assignment. Evaluation Criteria Factor 1 Offeror's relevant experience planning and developing law enforcement strategies and crime reduction programs; ability to coordinate with host-country civilian and police officials, and donor community. (25 points) Factor 2 Offeror's capability to serve as a role model for taking risks and building collaborative relationships to implement community policing and use the position to influence and educate others about it. Demonstrated ability to emphasize and reinforce community policing vision, values, and mission within an organization, support, and articulate a commitment to community policing as the dominant way of doing business. (20 points) Factor 3 Offeror's knowledge of program management, concepts, practices, and principles to analyze and develop recommendations for program implementation and USG objectives. (20 points) Factor 4 Offeror's capacity to identify and coordinate training needs for police officers serving in the community. (20 points) Factor 5 Past Performance evaluation of applicant's ability to perform under contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (15 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
