Description
I have attached pictures of what is currently available at Camp Blanding. CLIN structure sheet PWS This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is F2VTJ41320A001. This acquisition is a Woman Owned Small Business (WOSB) set aside IAW FAR Subpart 19.15 - Woman-Owned Small Business Program (WOSB) and Section 8(m) of the Small Business Act (15 U.S.C. 637(m)) created the Woman-Owned Small Business (WOSB) Program. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: DESCRIPTION OF REQUIREMENT: Catering services during a military exercise at Camp Blanding Joint Training Center, Bldg 4710, 5629 SR Hwy 16W, Starke, FL 32091. For CLINs; see attached CLIN structure sheet for listing of CLINs. NOTE: The contractor shall provide qualified and trained personnel and supervision including all necessary equipment to provide food service and catering during a military exercise at Camp Blanding Joint Training Center (CBJTC), Bldg 4710, 5629 SR Hwy 16W, Starke, FL 32091. The exercise shall take place 15-20 January 2012 (dates are firm and cannot be changed) at CBJTC and the contractor shall provide 3 hot meals a day: Dining Hours: Breakfast 0500 to 0700 (5am to 7am), Lunch 1100 to 1300 (11am to 1pm) and Dinner 1700 to 1900 (5pm to 7pm) for approximately 120 to 270 personnel per meal - the first day will start with the lunch meal. Government will furnish a Dining Facility (DFAC). The DFAC has dining tables, chairs, running water, electrical, and a sink system inside for washing dishes. All other food preparation equipment, serving equipment, hot cold boxes, dry storage containers and food refrigeration equipment must be provided by the contractor. The DFAC is merely a building and does not have a fully functioning kitchen. Space will be given outside the DFAC for contractor equipment. Contractor is responsible for daily upkeep of the DFAC provided. All meals are expected to be prepared fresh on site each day. The contractor shall ensure food preparation and serving adheres to all local and federal safety and health code requirements, accommodate specific nutritional requirements including vegetarian options if required, provide meals to be served buffet style unless otherwise specified; provide set-up, breakdown, and clean-up of catering and catering stages areas. See attached Performance Work Statement for all details. Vendors must include in their proposals a sample menu. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54 effective 02 Nov 2011, DFAR DCN 20111102 effective 02 Nov 2011, and AFFARS AFAC 2011-0714 effective 14 Jul 2011. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause applies and is incorporated in full text: AFFARS 5352.201-9101, Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
