- Responses are due no later than 2:00 p.m. eastern standard time 06 December 2011. This is a Sources Sought Notice and is for informational/ market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from 8(a), Service Disabled Veteran Owner Businesses, Women Owned and HUBZone small businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Project Description: Maintenance Dredging Chester River, Kent County, Maryland The solicitation will be for a construction contract and it will be advertised as an invitation for bid (IFB) in the $500,000.00 - $1,000,000.00 range. The survey is to determine if there are any small businesses, 8a's, Hubzones, WOSB or SDV that may have the capability to perform the work and are interested in the job. It is anticipated the work would be performed in the Spring of 2012. Potential candidates under this sources sought exercise should provide information as to previous jobs that are comparable to the one described. It should contain expertise, equipment, and bonding limits. The maintenance dredging of the Chester River must be performed using a hydraulic pipeline dredge. The proposed work consists of maintenance dredging portions of the Federal channel, between Crumpton to Wells Cove, Kent County, Maryland; to the authorized depth of 14 feet mean lower low water (MLLW), plus one foot of allowable overdepth. The material will be placed via pipeline into an existing upland placement site. The dredging will consist of the removal of approximately 10,000 to 20,000 cubic yards of material. The dredge material will consist primarily of mud, silt, sand, shell, gravel, and combinations thereof. The contract period will be approximately 90 calendar days. The base cost of this contract is estimated to be around $1,000,000.00. The contractor must have access to equipment to perform hydraulic dredging, the ability to truck in sand, and have worked previously with the Federal government on a similar job. Also, providing vegetation for planting may also become a requirement within the contract. Narratives shall be no longer than ten pages. Email responses are preferred. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Comments may be in any format, but must include the offerors' name, phone number, and email address.
