Description
Naval Air Warfare Systems, Orlando Training Systems Division, in support of the Submarine Piloting and Navigation (SPAN), Reconfigurable Submarine Piloting and Navigation (RSPAN), Virtual Environment Submarine Shiphandling (VESUB), Transit Protection Training System (TPTS), and the Conning Officer Virtual Environment (COVE) trainers, intends to issue an Indefinite Delivery Indefinite Quantity contract to Computer Sciences Corporation (CSC) on a sole source basis. The SPAN, RSPAN, VESUB, TPTS, and COVE trainers operate on the Virtual Ship ® software that runs the hydrodynamics, graphics, and visual systems, which are embedded into the Instructor Operator Stations (IOS) and trainers. The contract period of performance will be a 5 year contract. The anticipated value for this contract is $5,000,000.00. The Virtual Ship ® commercial software (which was developed at private expense by CSC) was chosen through full and open competition of the Submarine trainers and has been developed to correctly interface with the trainers. Due to the fact that CSC developed this proprietary Virtual Ship ® software, the Government has limited data rights which prevent another contractor from modifying the software to update or enhance the visual or hydrodynamics systems. Although more than one source may be able to fulfill some aspects of the requirement, integrating new software solutions in place of Virtual Ship ® would require substantial duplication costs, delays, and modification to the trainers. This duplication of cost to the Government is not expected to be recovered through a competition for this requirement. This contract requires the following actions: Provide updates, patches, and troubleshooting support for the Virtual Ship ® software for the life of the contract. Upgrade the existing harbor visual databases and develop new harbor databases in the Virtual Ship ® for various locations, upgrade hardware as necessary, and provide installation support as defined in each individual task, including delivery of updated source code. Modify the Hydrodynamic modeling for own-ship and traffic-ships in the Virtual Ship ® software environment as required to support various classes of modeled submarines. Provide a maintenance plan with interface support for the SPAN, RSPAN, VESUB, and Virtual Ship ®. Provide software development in direct support of fleet modernization initiatives related to the software specific interface functionality of the Virtual Ship ® software product and the specific training system functional requirements as currently designed utilizing existing Virtual Ship ® interface federations and capabilities. The proposed contract action is for requirements for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
