- The NAVSUP Fleet Logistics Center “ Puget Sound, in support of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS/IMF), Bremerton, WA intends to secure from a single source, services of Licensed Pilots and all equipment for pilotage of U.S. Naval Vessels in the waters of the Columbia River (between Astoria, Oregon, and the headwaters of navigation of the Columbia River). Services shall be rendered as required and ordered by authorized ordering officers noted in paragraph entitled śContract Administration Appointments and Duties ť. All Pilots must be licensed by the Oregon Board of Maritime Pilots and are paid in accordance with the Oregon Pilotage Tariff A-10. The proposed contract is solicited as unrestricted. The commercial solicitation will be issued on or about 30 November 2011 with a closing date of 12 December 2011. This requirement is to be solicited using commercial, simplified acquisition procedures in accordance with FAR Parts 12 and 13 utilizing Low Price Technically Acceptable evaluation factors resulting in award of a Firm-Fixed Price, Indefinite Delivery-Indefinite Quantity type contract for a base year plus four option years. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. Complete specifications to be included in the solicitation. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Prospective offerors should register themselves on the NECO website. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or Faxed. All responsible sources may submit a bid, proposal or quotation, which shall be considered by NAVSUP FLC-PS. Offerors must also be registered in the Contractors Central Registration (CCR) in order to participate in this procurement at http://www.ccr.gov
