Description
TITLE: NNA06CD65C WACKENHUT SERVICES, INC.NASA/ARC has a requirement to extend the period of performance of Contract NNA06CD65Cwith Wackenhut Services Inc., on a sole-source basis, pursuant to 10.U.S.C. 2304(c)(1),Only One Responsible Source and No Other Supplies or Services Will Satisfy AgencyRequirements. The performance period will be extended for a maximum of three (3) months(January 1, 2012-March 31, 2012). A contract modification reflecting this extension andresultant increase in the estimated Cost Plus- Award Fee (CPAF) of the contract will beissued on or before December 31, 2011, the expiration date of the current fire preventionservices contract.Contract NNA06CD65C, awarded as a result of full and open competition on June 28, 2006with an effective contract date of July 1, 2006, provides fire prevention services to theNASA Ames Research Center (ARC) facilities, the Ames Research Center Campus, AmesResearch Center East Side, NASA Research Park (NRP) the University Affiliated ResearchCenter (UARC), Moffett Federal Airfield and Moffett Community Housing (Orion ParkCommunity). These services, consisting of the emergency response, technical, and supportservices provided by a fire department or fire service provider include, but are notlimited to, the following: control and extinguishment of hostile fire involvingbuildings, structures, vehicles, transportation equipment, vegetation, refuse, andmiscellaneous properties; aircraft rescue fire-fighting; technical rescue; emergencymedical services; hazardous material response, fire prevention and code enforcement; fireinvestigation; fire-rescue automatic and mutual aid; resource management; emergencyapparatus/vehicle maintenance and repair; training and education; fire/life safety publiceducation/awareness and community relations; contract management and administrativeservices; management of records; and emergency management/disaster preparedness.This extension is necessary to maintain critical fire protection services until thecurrent procurement process for the follow-on contract has been completed and a newcontract awarded. Because Wackenhut Services Inc. provides unique expertise in meetingthe fire protection requirements of the Center, no alternate source could adequatelyprovide for the maintenance of the Centers fire prevention program during this briefextension period. Award to another source during the procurement phase of the follow-oncontract would result not only in substantial duplication of cost to the Government thatis not expected to be recovered through competition, but also unacceptable delays infulfilling the agencys requirement.The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by theGovernment not to compete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Notwithstanding this stated intent,interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 9, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government. Oral communications are not acceptable in response to this notice. Allquestions MUST be in writing and should be directed to Ms. Drake not later than 4:30 p.m.local time on December 9, 2011.
