Description
Draft NEO Impact Evaluation SOW The United States Government, represented by the United States Agency for International Development at its Mission, USAID/Caucasus, is publishing the attached draft statement of work (SOW) for an impact evaluation of the New Economic Opportunities (NEO) Project in Georgia in order to solicit comments and suggestions from interested small business concerns. The proposed impact evaluation will involve three separate phases with an ending date in early 2015 and will assess NEO's impact on rural incomes, household poverty levels; and community-level planning and economic infrastructure development processes in target communities. Kindly send your comments to ibakradze@usaid.gov and bwoody@usaid.gov with the subject line: "Comment on Draft SOW for NEO Impact Evaluation submitted by [Name of Organization]." Comments are welcome from the date of release of this notice through the closing date and time of 10:00am on December 5, 2011 ( local Tbilisi time). Interested parties may submit more than one set of comments if appropriate. Individual responses to comments will not be provided. Comments and suggestions received may be taken into consideration for the preparation of the Request for Proposal (RFP). The RFP is projected to be issued in mid-December 2011 on FedBizOpps ( www.fbo.gov ). USAID/Caucasus intends to use procedures set forth in the Federal Acquisition Regulation (FAR) Part 15. This procurement shall be conducted under full and open competition. All are advised that this request for comments does not obligate USAID to award a contract nor does it commit to pay any costs incurred whatsoever for providing comments on the draft statement of work.
