- The United States Geological Survey, Forest and Rangeland Ecosystem Science Center located in Boise, ID intends to make a non-competitive award to Costech Analytical Technologies, Inc located in Valencia, CA for the Elemental Combustion System, Model 4010 and the required installation and training. The specific instrument requested is the only known instrument capable of both combusting samples and determining elemental composition of carbon, nitrogen and other elements for the currently government owned Picarro G2121-li instrument. Picarro Inc. and Costech Analytical Technologies Inc. have worked together to produce an off the shelf interfacing of the two instruments for the combined isotope-elemental analysis that the US Geological Survey requires.The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. Other interested concerns having the ability to furnish this product shall submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation (RFQ) G12PS00031 will be made available to PRIME through the Government-wide Point of Entry (GPE) on or about December 1, 2011 IAW FAR 5.102(a)(1).
