- Contractor is to furnish fluid milk products to the CE Kelly Commissary located in Oakdale Pennsylvania. Fluid Milk Products Item Description & Sizes: Whole Milk, 2% Milk, and Skim Milk: 128 oz. (gallons), 64 oz. (1/2 gallons) 1% Milk: 128 oz. (gallons) Whole, Chocolate Milk: 32 oz. (quarts) Egg Nog (Regular): 32 oz. (quarts) Estimated fluid milk quantities per product size: Product Size Estimated Annual Quantity Gallons (128 oz) 29,120 ½ Gallons (64 oz) 19,500 Quarts (32 oz) 3,968 A single solicitation containing one commissary will be issued. Proposals will be evaluated and a contract will be awarded on an "ALL OR NONE" basis. The Government will award one contract resulting from this solicitation based on evaluation using the Best Value, Trade-Off procedures. A Firm Fixed-Price with Economic Price Adjustments, Requirements Type contract is contemplated. The NAICS code is 311511 for this requirement with a size standard of 500 employees. The Request for Proposal (RFP) will be released on or about January 13, 2012. The base period of performance will be 12 months from date of award plus one 12-month option periods. The solicitation will be issued on an unrestricted basis. This RFP will be available on Federal Business Opportunities (FEDBIZOPPS) website at https://www.fbo.gov/ and search by solicitation number. Potential offerors are encouraged to use this website to obtain a copy of the RFP. All offers from large business firms must submit an acceptable subcontracting plan with their offer. Offers received from large businesses without an acceptable plan will not be considered for award. The successful contractor must: • Price and provide every product line item to the CE Kelly Commissary in response to the solicitation. • Assign and maintain one Universal Product Code (UPC) and one Global Trade Identification Number (GTIN) per fluid milk line item description. Within the geographical group each line item must have one individual UPC/GTIN. • Provide additional support and promotions to each commissary store. Additional support includes point of sale material, recipe cards, pamphlets, nutritional facts, or other consumer related material. The solicitation will be issued on an unrestricted basis. Soliciting under an unrestricted basis does not preclude any small business from submitting a proposal.
