The FAC-C Program establishes the minimum education, training, and experience requirements for contracting professionals in civilian agencies. It was established by OFPP's Policy Letter 05-01 and OMB Memorandum, The Federal Acquisition Certification in Contracting Program, dated January 20, 2006. The intent of the FAC-C Program is to ensure that all contracting professionals throughout the Government are properly trained and qualified to effectively conduct the acquisition business of the Government. A similar program has existed in the Department of Defense for over a decade and is now being implemented in the civilian agencies. All VA Contract Specialists (1102s) must be FAC-C certified in order to be appointed as a Contracting Officer. To obtain more information about the FAC-C program, please visit the Federal Acquisition Institute (FAI) website at: http://www.fai.gov/certification/specialist.asp. The following instructions can be used to submit a FAC-C application using the FAC-C/Warrant Management System. Step 1: Accessing the FAC-C Application Click the ARC link, http://arc.aac.va.gov/Acquisition/Pages/ARCHome.aspx or paste the link into the uniform resource locator (URL) of your browser. The ARC Home Page displays:. Step 2: Select the FAC-C/Warrant Management link from the VA Workforce section of the ARC Home Page.. Step 3: The FAC-C Warrant Management Home Page displays: Step 4: Click the 'New' option from the Menu Bar. Step 5: Select the 'Federal Acquisition Certification Application Form' option: Step 6: 'Part A Employee Information' section of the FAC-C/Warrant Management form displays: Note: Fields with the red asterisk are required. The system will not let you save the form if you do not enter these fields. Please complete Part A of the application PRIOR to completing Part B of Level I, Level II, or Level III. Step 7: Enter your: First Name, Last Name, Email Address, Phone, VISN, (Mailing Office Address) Street, City, State, Zip, (Job) Title, Series, Grade, Supervisor (Name). Step 8: There are two ways to lookup your Supervisor's Name. The first way is to click the "To" button: Step 9: The 'Add Recipients' dialog box displays: Step 10: Enter your Supervisor's First Name or Last Name in the Find box: Step 11: Click the 'Magnifying Glass' button, to search for your Supervisor's name: Step 12: Double-click on your Supervisor's name from the list of names that displays and your Supervisor's name will appear in the 'Add->' box : Step 13: Click the 'Ok' button. Step 14: Your Supervisor's name appears on the FAC-C Form next to the 'To' button : Step 15: The second way to search for your Supervisor's is to enter his or her Last name and you can then use the 'Check Name' feature. To use the 'Check Name' feature, enter your Supervisor's name (Last Name) and then click the Check Name icon: Step 16: If there is more than one person with the last name entered, the 'Resolve recipient web page dialog pop-up displays: Step 17: Select your Supervisor's name and then click the 'Ok' button: Step 18: Your Supervisor's name appears on the FAC-C Form next to the 'To' button: Step 19: If you hold a current VA FAC-C certificate, then there is a four digit number on your certificate. Please place a check mark in the 'Do you have a Certificate Number' box (above the Close and Save buttons, on Part A of the FAC-C form): Step 20: A box appears asking you to 'Enter the last four digits of your certificate number'. Enter the certificate number. Congratulations! You have successfully completed Part A of your FAC-C application. Step 0:Applying for a FAC-C Level I Please visit the Federal Acquisition Institute (FAI) website to review the requirements for obtaining a FAC-C Level I: http://www.fai.gov/certification/fac1.asp Note: You are entitled to apply for the highest FAC-C Level for which you are qualified. After completing Part A - Employee Information, continue to Step 1: Step 1: Select the Level I, button: Step 2: Part B - Certification Requirements (of the FAC-C application) displays: Step 3: You have the option of applying for a FAC-C Certificate Only, FAC-C Certificate and Warrant, or Warrant Only. Step 4: Complete the Education section by placing a check in the box that describes your education: Note: You must have a Baccalaureate degree OR 24 semester hours of business related courses for FAC-C Level I or II. Please see Steps 7 thru 12 below, for instructions on how to attach copies of educational and training certificates. Step 5: Complete the Experience section by placing a check in the box that describes your experience. Note: You must have a minimum of ONE year contracting experience to be eligible for a FAC-C Level I. Step 6: Complete the Training Requirements section by placing a check in the box that describes how you met the training requirements. Note: If you completed the Actual Course listed, then place a check mark in the Actual box, enter the date that you completed the course and attach a copy of your certificate or transcript by clicking on the ' Click here to attach a file' button. If you completed an equivalent course, then a link has been included to the DAU website that lists equivalent courses: (http://www.dau.mil/learning/appg.aspx). Enter the title of the course and the date you completed the course. If you did not complete the actual course or an equivalent course, then you can apply for a waiver. Please see the waiver section of this document. You must complete one elective to be eligible for the FAC-C Level I. Step 7: Attach a copy of your certifications (make sure you redact any sensitive information such as your Social Security Number or date of birth before attaching your certificates). Click on any of the paperclip icons in the Course Training Requirements section of the FAC-C application : Step 8: Browse to the location of the scanned pdf or zip file on your computer by clicking the 'Browse' button, on the Attach File pop-up window that displays: Step 9: Click once on the pdf or zip file and then click the 'Open' button : Step 10: Click the 'Upload' link on the Attach file pop-up screen: Step 11: The file you attached, appears on the FAC-C application: Step 12: If you were previously certified by another Federal Agency, then complete the 'Previously held certification ¦' section by placing a check in the 'Previously held certification from another Agency' box: Note: When you place a check mark in the box, a pop-up window appears, allowing you to attach a copy of the certification. Step 13: Submit the form to your Supervisor, by clicking the 'Submit to Supervisor' button: Note: When you click the 'Submit to Supervisor' button, your form is automatically saved. You will receive an email thanking you for submitting your application and your supervisor will receive an email, notifying him or her that you have submitted an application and he or she must review the application. Step 4: Complete the Education section by placing a check in the box that describes your education: Note: You must have a Baccalaureate degree OR 24 semester hours of business related courses for a FAC-C Level II. Please see Steps 7 thru 12 below, for instructions on how to attach copies of educational and training certificates. Step 5: Complete the Experience section by placing a check in the box that describes your experience. Note: You must have a minimum of TWO years contracting experience to be eligible for a FAC-C Level II. Step 6: Complete the Training Requirements section by placing a check in the box that describes how you met the training requirements. Note: If you completed the Actual Course listed, then place a check mark in the Actual box, enter the date that you completed the course and attach a copy of your certificate or transcript by clicking on the ' Click here to attach a file' button. Step 4: Complete the Education section by placing a check in the box that describes your education: Note: You must have a Baccalaureate degree AND 24 semester hours of business related courses for a FAC-C Level III. Please see Steps 7 thru 12 below, for instructions on how to attach copies of educational and training certificates. Step 5: Complete the Experience section by placing a check in the box that describes your experience. Note: You must have a minimum of FOUR years contracting experience to be eligible for a FAC-C Level III. Step 6: Complete the Training Requirements section by placing a check in the box that describes how you met the training requirements. Note: If you completed the Actual Course listed, then place a check mark in the Actual box, enter the date that you completed the course and attach a copy of your certificate or transcript by clicking on the ' Click here to attach a file' button. If you completed an equivalent course, then a link has been included to the DAU website that lists equivalent courses: (http://www.dau.mil/learning/appg.aspx). Enter the title of the course and the date you completed the course. There is no waiver option for a Level III training requirement. Applicants MUST complete CON 353 and 2 electives to be eligible for the FAC-C Level III. Step 7: Attach a copy of your certifications (make sure you redact any sensitive information such as your Social Security Number or date of birth before attaching your certificates to your FAC-C application). Click on any of the paperclip icons in the Course Training Requirements section of the FAC-C application : Step 8: Browse to the location of the scanned pdf or zip file on your computer by clicking the 'Browse' button, on the Attach File pop-up window that displays: Step 9: Click once on the pdf or zip file and then click the 'Open' button : Step 10: Click the 'Upload' link on the Attach file pop-up screen: Step 11: The file you attached, appears on the FAC-C application: Step 12: If you were previously certified by another Federal Agency, then complete the 'Previously held certification ¦' section by placing a check in the 'Previously held certification from another Agency' box: Note: When you place a check mark in the box, a pop-up window appears, allowing you to attach a copy of the certification. Step 13: Submit the form to your Supervisor, by clicking the 'Submit to Supervisor' button: Note: When you click the 'Submit to Supervisor' button, your form is automatically saved. You will receive an email thanking you for submitting your application and your supervisor will receive an email, notifying him or her that you have submitted an application and he or she must review the application. Congratulations! You have successfully completed and submitted a FAC-C Level III application. Step 0:Applying for a Warrant Only - Level I When applying for a Warrant Only - Level I you must show proof that you have a FAC-C Level I. The easiest way to do this is to attach a copy of your FAC-C certificate to your Warrant Only application. Please visit the Federal Acquisition Institute (FAI) website to review the requirements for obtaining a FAC-C Level I: http://www.fai.gov/certification/fac1.asp After completing Part A - Employee Information, continue to Step 1: Step 1: Select the Part B - Level I, button: Step 2: Part B - Certification Requirements displays: Step 3: You have the option to apply for a FAC-C Certificate Only, FAC-C Certificate and Warrant or Warrant Only. Select the 'Warrant Only' radio button. Step 4: Complete the Education section by placing a check in the box that describes your education: Note: You must have a Baccalaureate degree OR 24 semester hours of business related courses to be eligible for a Warrant Level I. Please see Steps 7 thru 12 below, for instructions on how to attach copies of educational and training certificates. Step 5: Complete the Experience section by placing a check in the box that describes your experience. Note: You must have a minimum of ONE year contracting experience to be eligible for an Only Warrant Level I. Step 6: Complete the Training Requirements section by placing a check in the box that describes how you met the training requirements. Note: If you completed the Actual Course listed, then place a check mark in the Actual box, enter the date that you completed the course and attach a copy of your certificate or transcript by clicking on the ' Click here to attach a file' button. If you completed an equivalent course, then a link has been included to the DAU website that lists equivalent courses: (http://www.dau.mil/learning/appg.aspx). Enter the title of the course and the date you completed the course. If you did not complete the actual course or an equivalent course, then you can apply for a waiver. Please see the waiver section of this document. You must complete one elective to be eligible for the Warrant Level I. Step 13: Submit the form to your Supervisor, by clicking the 'Submit to Supervisor' button: Note: When you click the 'Submit to Supervisor' button, your form is automatically saved. You will receive an email thanking you for submitting your application and your supervisor will receive an email, notifying him or her that you have submitted an application and he or she must review the application. Congratulations! You have successfully completed and submitted a Warrant Level III application. Waiver Options:Applying for a Waiver Applicants not meeting specific FAC-C requirements may apply for a waiver. Only one (1) waiver option may be selected for each application. The training requirement for FAC-C Level III or a Warrant Level III may not be waived To apply for a waiver of the Educational requirement, select the check box for the Waiver option: To apply for a waiver of the Experience requirement, select the check box for the Waiver option: To apply for a waiver of a training course requirement, select the check box for the Waiver option: When choosing to apply for a waiver of the course requirements a text box appears for you to enter an explanation as to why you believe you should be granted a waiver. Congratulations! You have successfully learned how to apply for a waiver. Denied Application:Viewing a Denied Application A FAC-C application can be denied at any point during the approval process. If your application has been denied, you will be notified via email. FAC-C Application Denial Email: When opening the FAC-C application, your FAC-C application status will display a denied status: If your FAC-C application has been denied for any reason, you will have to reapply when you have met the requirements. Congratulations! You have successfully viewed a denied application. Printing a FAC-C or Warrant Certificate for the first time Select the View Level X Certificate or View Level X Warrant button on Part A of the application. The FAC-C or Warrant Certificate displays: Click the Print View link (part of the blue bar at the top of the certificate: The Certificate displays in Print View mode (without the Exit Application and the Part A - Employee Information buttons): Select File, Page Setup from the Menu Bar at the top of the page: The Page Setup pop-up displays: Delete any characters that may appear in the Header and Footer fields. Select the Landscape radio button in the Orientation section of the Page Setup pop-up: Click the button. This saves the Page Setup options you have selected. Select File, Print from the menu bar at the top of the page: Congratulations! You have successfully setup your FAC-C or Warrant certificate to print correctly. Print View:Selecting the Print View Option A FAC-C or Warrant certificate can be printed for your records. A certificate is only valid when the HCA, ACM or SPE has signed the certificate. Print View Bar: When clicking on the print view bar, a new window opens that will allow you to print the application or certificate using the printer icon. The new window will appear as below: To print the application or certificate, select File, Print from the Menu Bar at the top of the page: The Print pop-up box displays: Click on the button. The Certificate prints. Congratulations!
