- Description
- The U.S. Department of Housing and Urban Development (HUD) is preparing to issue a solicitation for NASS Business Support services. The resulting contract will be for a period of one year with four one-year option periods. The contractor shall provide HUD with analysis, recommendations and proposed solutions to complex organizational management issues that represent barriers to efficient and effective business and program management. The Office of Public and Indian Housing Real Estate Assessment Center (PIH-REAC) has been charged with the responsibility for capturing, reviewing and evaluating performance and compliance data from the portfolio of housing authority properties and program participants for which HUD has a financial interest and statutory obligation to monitor. HUD and Congress have mandated that Public Housing Agencies (PHAs) be evaluated, scored, and rated using the indicators defined in the Public Housing Assessment System (PHAS). The contractor shall: 1. Perform on-going development and updating of the NASS Business Requirements Document (BRD) and processes for the business area; 2. Perform research, analysis and testing of various approaches to be used for assessing the performance and compliance requirements of the applicable HUD program constituency; 3. Perform on-going operational production and quality assurance support in processing and managing Public Housing Authorities (PHAs) appeals and petitions. 4. Perform general research and analysis, and conduct quality assurance in the production of an Annual Report to include the tracking and monitoring of progress made towards achieving NASS Management Performance goals 5. Deliver updates, enhancements, business analysis tools and testing using the Micro-Strategy Analytical Reporting Tool, Microsoft Excel, Microsoft Access and Data Warehouse and REAC Reporting Server databases; 6. Develop PHAS and NASS training for HUD Headquarters staff, field office staff and Public Housing Agencies, and at major housing industry meetings held nationwide; 7. Perform on-site management operations reviews and assessments at PHAs nationwide The solicitation will be released, on or about December 7, 2011 under NAICS code 541611 as a competitive procurement under the Small Business Administration (SBA) 8(a) program. All interested 8(a) vendors under this NAICS code are encouraged to submit a proposal. Proposals will be evaluated in accordance to the factors stated in the solicitation and award will be made as a best value / trade off.
