- The Naval Air Systems Command, Patuxent River, MD intends to issue a delivery order against BOA N00421-09-G-0004 to Northrop Grumman Guidance and Electronics Company, Inc., Navigation Systems Division, 21240 Burbank Boulevard, Woodland Hills, CA 91367 on an other than full and open competition basis for the procurement technical support for the LN-100G Embedded GPS/INS (EGI) in the Commonwealth of Australia (CoA) F/A-18A+ aircraft. This procurement includes the retrofit of EGIs in aircraft at various locations in Australia and documentation of the changes incorporated. A sole source acquisition will be pursued under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.' Northrop Grumman Guidance and Electronics Company, Inc., Navigation Systems Division is the sole designer, developer and original equipment manufacturer of the LN-100G EGI; therefore, only Northrop Grumman Guidance and Electronics Company, Inc., Navigation Systems Division has the requisite knowledge, experience, and technical data required to meet the Government's requirements on a timely basis. This synopsis is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by Naval Air Systems Command.
