Description
This Pre-solicitation notice is issued by the National Ground Intelligence Center (NGIC) to announce that it intends to issue a Request for Proposal (RFP) for Army Geospatial Intelligence (GEOINT) Battalion Wide Area Persistence Surveillance (WAPS) Full Motion Video (FMV) Analytic Cell Program Support. This notice does not constitute a formal solicitation, Request for Proposal (RFP), or Broad Area Announcement (BAA). The primary purpose of this notice is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. Interested parties are not required to respond to this notice. If a formal solicitation is released, it will be issued via the Army Single Face to Industry (ASFI) Acquisition Business Web Site (https://acquisition.army.mil/asfi/) and posted on the Federal Business Opportunities (https: //www.fbo.gov) web site. It is the responsibility of the interested parties to monitor these websites for any information that may pertain to this notice. The information provided in this pre-solicitation notice is subject to change and is in no way binding on the Government. NGIC/Army GEOINT Battalion is seeking a qualified firm to perform geospatial intelligence support for WAPS, FMV, signal intelligence (SIGINT), geospatial analysis and all-source analysis which are the essential elements to support NGIC/Army GEOINT Battalion WAPS/FMV Analytic Cell Program. Specific subtasks in this contract will require finished analytical assessments in support of short and long term studies; annotated geospatial intelligence graphics, geospatial data base management and pattern discovery of unique source data. These services are to be performed on-site at the National Ground Intelligence Center, in Charlottesville, VA and at the Army GEOINT Battalion's location in Springfield, VA. Security Requirements: Performance requires a Top Secret contractor facility clearance. Work shall be performed up to and including the Top Secret/Sensitive Compartmented Information (SCI) level. All contract employees must have or be eligible to receive SI/TK/G/HCS prior to or at the government site. All contractors placed at the Ft. Belvoir location must submit to and pass a CI poly prior to their authorization on government site; refusal to take or failure to pass a CI poly will result in the contractors ineligible to support the Army GEOINT Battalion and the contract. Subcontractors shall comply with the same security requirements as the prime contractor. The prime contractor is responsible for issuing the DD Form 254, Contract Security Classification Specification, to each subcontractor reflecting the same security requirements applicable to the prime contract. Additional Information: a. The Government anticipates making a single award with a one year base period, beginning in February 2012, and four additional option years. b. The Government anticipates awarding a cost-plus-fixed-fee type contract; therefore, potential offerors will be required to provide evidence of their accounting system being adequate in accordance with FAR 16.301-3 and in compliance with FAR 31, Contract Cost Principles and Procedures. If the offeror cannot provide adequate evidence of a government approved accounting system, the offeror can request the government initiate a "Preaward Survey of Prospective Contractor's Accounting System" (SF 1408). Upon this request, the Defense Contract Audit Agency (DCAA) will audit the potential offeror to assess the adequacy of a contractor's accounting system for accumulating costs under a prospective Government contract. The audit scope is limited to obtain an understanding of the design of the prospective accounting system and if it is acceptable for accumulating costs under a Government cost-reimbursement type contract. DCAA will determine if the system will provide reasonable data for projection of costs to complete the contract. The offeror shall request the Preaward Survey prior to submission of a proposal to provide the maximum amount of time between audit and award. c. In accordance with DFARS 252.204-7004, potential offerors must be registered in the Central Contractor Registry (CCR) to be eligible for award. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423. d. Pursuant to FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration. Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate, and complete. Prospective contractors must be registered in ORCA under the applicable North American Industry Classification System (NAICS) code referenced in this pre-solicitation. e.
