This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR INVITATION FOR BIDS. This announcement is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Please note that it is required that your company be registered in the Contractors Central Registration System (CCR), please see www.ccr.gov for additional information. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered. The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from SMALL BUSINESS PRIME CONSTRUCTION CONTRACTORS interested in performing work on a potential design-bid-build construction solicitation for the FY12 MCA 69489 Combat Aviation Brigade Infrastructure, Phase 1, Wheeler Air Force Base, Oahu, Hawaii. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Project Description: A construction solicitation for the award of phase 1 of a multi-phased Combat Aviation Brigade at Wheeler Air Force Base, Oahu, Hawaii. This project includes construction of critical infrastructure and utilities necessary to support the future construction of facilities for the Combat Aviation Brigade. This project will provide and or extend required utility systems to include power and communication systems, water systems, grading, drainage systems, sewer systems, roadway networks, fuel systems, landscaping, irrigation, and asbestos and lead abatement. The project will relocate an existing aircraft hot refuel point. The project will also include renovation of several existing buildings to expand existing switchgear, create a new Remote Switching Center and provide connectivity to the existing installation information technology. Responses are requested from only interested SMALL BUSINESS PRIME CONTRACTORS. Interested SMALL BUSINESS PRIME CONTRACTORS should submit a narrative demonstrating their specific experience in construction of infrastructure improvements of similar type, size, value and location for the following types of construction: a)$25M - $100M Roadway and underground utility distribution systems, including mass and fine grading, drainage, water, sewer, landscaping, and irrigation, b)$10M-$25M Electrical supply and distribution system, including installation of new switchgear, connections to existing switchgear and high voltage power, underground distribution network, and building renovation including architectural, structural, mechanical, electrical and asbestos and lead abatement c)$5M-$10M Communication supply and distribution system, including telecom racks and cable runways, fiber optics, UPS, underground distribution network, and building renovation including architectural, structural, mechanical, electrical, fire protection (alarms, sprinklers, and clean agent systems), lightning protection, grounding, and asbestos and lead abatement d)$5M-$10M Rotary wing fuel system, including aircraft parking, hot refueling pad, fuel storage tanks, pumps and controls, fuel hydrant piping (carbon steel pipe) and pre-finished metal building. Include experience with obtaining LEED Silver certification or better on construction projects. Also required is a letter from the surety stating the bonding capability for a single contract action and aggregate of the interested small business prime contractor.
