Description
GENERAL REQUIREMENT INFORMATON: Provide U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Program Manager Instrumentation, Targets and Threats Simulators (PM ITTS), Threat Systems Management Office (TSMO) with a Threat Computer Network Operations (CNO) capability to include operators for test events, referred to as a Threat Computer Network Operations Team (TCNOT), and administration staff for the development, maintenance and support of the Information Operations Range (IOR) and Threat Target Network (TTN), referred to as the Threat Network Operations Center Team (TNOC). The TCNO mission is to provide a multi-service cyber team capable of representing foreign capabilities (Oppositional Force) against Department of Defense (DOD), U.S. Army and general Blue Force systems. This team's primary effort is to perform formal test and evaluation (T&E) under the guidance and purview of the Army Test and Evaluation Command (ATEC), Army Training and Doctrine Command (TRADOC) and the National Ground Intelligence Center (NGIC). Secondary efforts include the support of national level exercises and tests for other military customers. TCNOT members must be highly qualified and maintain specific credentials to perform this mission to include knowledge of offensive and defensive arenas. The TNOC mission is to provide a multi-service cyber community by delivering high-level technical expertise, flexible computer hardware based infrastructures with target environments for cyber training, testing, operations, maintenance and T&E. TNOC Team will support the full life cycle of all environments including the design, implementation, communications, engineering, sustainment, maintenance and deconstruction associated with Information Operations Environment cyber environments. TNOC Team will also support DOD's Information Operations (IO) and Information Assurance (IA) Ranges, associated customers and service counterparts. TNOC Team will provide cyber training environments for service components of the Soldier community and other Federal departments putting them on the cutting edge of Computer Network Attack and Defense using realistic systems and network simulations, capabilities and threat portrayal scenarios. Please see the attached DRAFT Performance Work Statement (PWS) for more specific information regarding this requirement. ACQUISITION APPROACH: The Government anticipates that this requirement will be fulfilled by awarding a Cost Plus Fixed Fee (CPFF) 8(a) contract on a Best Value/Trade-off basis. The solicitation is expected to be released in the second quarter of Government Fiscal Year 2012 (FY12) with an expected contract award date in the first quarter of FY13. PERIOD OF PERFORMANCE: The period of performance will be a 12 month base period with four (4) one-year options. The total period of performance will not exceed 60 months. TOTAL ESTIMATED DOLLAR VALUE: $10,000,000.00 (including Options) RESPONSES REQUESTED: Provide a Microsoft Word document OR a Microsoft PowerPoint presentation. The cover page should include company name, address and points of contact including phone numbers and email addresses. Contractors responding to this notice should confirm, at a minimum, that they possess knowledge and experience in the areas of: - Computer Network Operations (CNO) to include network defense, exploitation and attack, - advanced network and system design, implementation, and troubleshooting, - formal test and evaluation as performed by the DOD and the U.S. Army, - threat and oppositional force portrayal and - analysis, use, and protection of TOP SECRET/SCI material pertaining to these above listed areas. In addition, the capabilities response should demonstrate to the Government how the requirements will be met. All Contractors must provide the following information: - Describe your company's capability in providing similar expertise in efforts of this magnitude consistent with requirements above. oProvide information on support to DOD cyber operations to include Computer Network Attack and Computer Network Exploitation oProvide information on supporting the development of complex networks and systems configurations with particular emphasis on geographically distributed and tunneled designs oProvide information on the support of formal T&E within the DOD and U.S. Army oAbility to provide highly skilled Top Secret/Secret Compartmentalized Information (TS/SCI) cleared personnel - Describe your company's ability to manage resources including the ability to purchase equipment and or resources for the networks and cyber activities (this should include any relevant experience in the purchase of foreign hardware and software). - Describe your company's ability to implement quality control, configuration management, risk mitigation and other measures as applied to Computer Network Operations and management of a distributed network environment. - Provide your business size (large, small, socio-economic category, etc.) under North American Industry Classification System (NAICS) 541519. - If you are a small business and are expecting to prime this effort, state how you will meet the limitations of subcontracting as stated in FAR 52.219-14. Describe your firm's physical presence in Huntsville, AL or your firm's ability to work at TSMO facilities in Huntsville, AL (see section 9.5. of the Performance Work Statement [PWS]). Interested parties capable of meeting these requirements should contact the Contract Specialist by email no later than (NLT) 1600 hours (EST), 02 December 2011, indicating their capabilities in the form of a "Capabilities Statement". Capabilities statements should not exceed 25 pages, including the cover sheet. No additional information is available at this time; this notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment from the U.S. Government to procure subject services.
