- THIS IS A COMBINED SYNOPSIS/SOLICATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only publication. Solicitation number M67001-12-Q-0029 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-53 August 04, 2011. This is an unrestricted solicitation. The North American Industrial Classification System (NAICS) code for this requirement is 541380 and the business size standard is $12.0. This requirement is being procured utilizing FAR Part 13 procedures. This requirement is for a fixed price annual service contract to provide: ANALYSIS OF EXPLOSIVE CONTITUENTS IN DRINKING WATER ABOARD MARINE CORPS BASE, CAMP LEJEUNE, NC For a base period of twelve months and two (2) priced twelve month option periods to be exercised at the Governments discretion. Detailed description of performance will be in Attachment #1 Statement of Work (SOW) Evaluation and Basis of Award: Award will be made to the Lowest Price Technically Acceptable quote. Award will be made to the responsible vendor who provides a technically acceptable quote meeting all of the customer ™s requirements. Technical acceptability will be based on the vendor ™s ability to meet the technical requirements for Drinking water Analysis. A mere statement that the vendor œwill meet the Government requirements is not sufficient. The vendor must explain how it will meet the requirement. The Government intends to evaluate quotes and award a contract without conversations with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor ™s initial quote should contain the vendor ™s best terms for a price and technical standpoint. The Government may reject any or all quotes if such action is in the public interest and may waive informalities and minor irregularities in quotes received. Price Quote Submission: 1. The Government will conduct the price evaluation required by FAR 13. a. The vendor ™s submitted price quote must reflect unit prices and extended/overall amounts. b. All submitted pricing must be actual œface-value pricing, having already accounted for any discounts offered and extended to the Government. All quotes submitted shall be the Contractor ™s best pricing. Delivery: The Government requires services within one month after receipt of order.
