- Under the authority of FAR 6.302-1, the US Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division, Natick, MA intends to award a Firm Fixed Price Contract to Community Power Corporation of Littleton, CO, to deliver a Power Generation Module (PGM), Community Power Corporation part number 11-1803. The PGM is a combined heat and power (CHP) system that uses a spark ignition (SI) engine that operates entirely on nitrogen diluted syngas. The PGM is housed in a 20-foot ISO shipping container, uses dual naturally aspirated engines, has a gross power generation of 120 kW, a net grid delivery of 100 kW, thermal capacity to export 500,000 BTU/h heat, meets EPA and CARB 2007 standards, and has a documented engine continuous run time for more than 12000 hours at 80+% availability. Community Power Corporation has unique qualifications and intellectual property with respect to power generation equipment that interfaces with their BioMax 100 air-blown stratified downdraft gasification system. Contractor has already developed, under other contracts and/or internal R&D funding, a suitable power generation and energy recovery module (part number 11-1803) that can be paired with the HEDWEC prototype. Unique qualifications include selection and adaptation of suitable spark ignition engines for the specific type of producer gas delivered by the BioMax 100 and control systems that integrate with the BioMax and HEDWEC master control system. Given the present funding level and schedule constraints, this is the only credible source of supply without extremely high cost and schedule risk. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
