Description
This Request for Information (RFI) is being posted to both the Federal Business Opportunities (FBO) page located at: http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at: https://www.neco.navy.mil. While it is understood that FBO is the single point for posting of synopsis and solicitations to the Internet, NECO is the alternate in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This RFI is issued by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) in order to identify potential sources and to gather information to assist NSWCDD in preparing for future constraints impacting space available for base education and training of all types. NSWCDD is requesting information regarding the availability of sources to provide and operate a set of dedicated classrooms and support infrastructure for NSWCDD. The Government will furnish instructors and training curriculum, but the potential source would be responsible for all facilities, equipment, technical and administrative support, and all other costs of providing and operating the facility. Specific Capabilities - Training Period: 1.5 days a week Monday Friday from 0700-1700 2. There will be no training on government holidays Location: 1.Required within a 4 mile radius of the main gate of the NSWCDD Classrooms - Total of 12 classrooms required for 50 weeks out of a calendar year: 1.5 classrooms with a maximum of 30 personnel 2.5 classrooms that can have a fluctuating maximum capacity between 10 - 20 personnel 3.2 computer classrooms a.30 person capacity b.1 classroom with 30 computers c.1 classroom with 8 computers Additional classroom requirements: 1.One instructor s computer per classroom 2.A printer in all classrooms is desired; however the minimum requirement is a printer in the two (2) computer classrooms and the one (1) computer lab. a.It is expected that the facility would provided toner cartridges and paper. 3.Internet access for all computers when required 4.Bandwidth to support maximum computer capacity with minimal delays occurring 5.Computer projector and screen for each classroom 6.White board, podium and handicap accessible 7.Chair and table/desk with adequate room for computer and training materials for each student 8.Table/desk for 2 instructors and 1 computer PLEASE NOTE - There is the potential for usage of up to 5 classrooms at one time (not including the 2 dedicated computer classrooms). Additional requirements: 1.1 auditorium type area available with a maximum capacity of 200 personnel 2.Computer lab area for up to 10 personnel Computers requirements: 1.CAC Enabled; internet access; Windows 2000 or Windows XP operating System 2.MS Internet Explorer Version 6.x or 7.x 3. ActivClient Smart Card Middleware Version 6.0 or 6.1 4.Citrix client Version 10.x 5.Microsoft Office (Word, Excel, and PowerPoint) Version 2007 6.Adobe Acrobat reader Version 8.1 or 9.1 7.Adobe Flash Player Version 10 Office Space: 1.Dedicated space/office needed for 3 technical support personnel to include desk, chair, telephone, computer with Internet access (see computer requirements), printer; and adequate restroom facilities for up to maximum adult capacity of students and handicap accessible Power: 1.Adequate for all computers and associated electronic equipment Telephone: 1.Dedicated phone lines for all office spaces and one additional phone for student emergency use Parking: 1.Minimum of 175 spaces for automobiles and additional space for bus or large vans used for carpooling Food/Vending: 1.Space for storage and preparation of food (microwave and refrigerator); tables; vending machines; coffee mess facilities; with reasonable accommodations for lunch options Janitorial Services: 1.Rooms cleaned, recycle bins and trash removed (a minimum of once daily) Historical data - See attached presentation for historical data on potential facility usage Information Requirements Submissions should include company name, commercial and government entity (CAGE) code, company size status (SBA Small Business Size Standard for NAICS 531120 is $7M), point of contact including telephone number(s) and e-mail address(es), rough cost estimate for a one year lease/rental with two (2) 1 year options, a capability statement that addresses all requirements noted in this RFI, and any other information that the vendor determines may be helpful to the government s planning efforts. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the results of the review. Responses to this RFI must be submitted via email by 12:00 pm EST on Monday, November 28, 2011. Final responses to the RFI shall be emailed to Nicole Williams at nicole.a.williams@navy.mil. Please reference N00178-12-Q-3901 RFI Response in the subject line. It is suggested that packages be sent in Adobe PDF format. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released it will be posted in the Federal Business Opportunities (FBO at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) at http://www.neco.navy.mil. It is the responsibility of potential offerors/bidders to monitor this site for the release of any solicitation or synopsis. Responses to clarification questions for NSWCDD RFI Solicitation Number N00178-12-Q-3901 Q1. On or about what date would you expect to begin using the facility? A1. Around Mar 1, 2012 Q2. The facility will be open to the public starting at 0800 but could be accessed by NSWC staff and instructors for set up and preparation prior to 0800 if needed. Will you require that the facility opens to the public (your participants) earlier than 0800? A2. Classes would start at 0800. Students would start arriving around 0730. Q3. May the facility allow other organizations and individuals to use these 12 classrooms when they are not being used by NSWC? A3. Yes Q4. The facility only has four (4) classrooms with seating for up to 32 personnel and not five (5) classrooms as requested. Will this limitation pose a problem? A4. No, it is not expected for NSWCDD to offer more than four classes simultaneously requiring seating for 30. The four simultaneous classes refer to the 30 person requirement. We may offer additional simultaneous classes with enrollments of less than 30. Q5. Please confirm/clarify that the request is for two classrooms, each with seating for 30 personnel with one classroom equipped with thirty (30) facility provided computers and the other classroom equipped with eight (8) facility provided computers. A5. This is correct for the two dedicated computer classrooms. Q6. Are you requesting one (1) printer in each of the twelve (12) classrooms or are you requesting (1) one printer only in each of the two (2) computer classrooms and the one (1) computer lab area? A6. One (1) printer in the two (2) computer classrooms and one (1) in the computer lab area will be required. A printer should only be in each of the two (2) computer classrooms and the one (1) computer lab. Printers in all classrooms are desirable but not required. Q7. There is sufficient space for a printer in the two computer classrooms and the computer lab area, if you are requesting printers in the other ten (10) classrooms, given their size, seating capacity and furnishings, there may not be sufficient space to provide an additional table and printer in some or all of the ten (10) classrooms. Would this limitation pose a problem? A7. No Q8. It is expected that NSWC would provide toner cartridges and paper for all classroom printers. Would this stipulation pose a problem? A8. It is expected the facility would provide toner cartridges and paper. A printer is required for each of the two (2) computer classrooms and the one (1) computer lab. Printers in all classrooms are desirable but not required. Q9. The facility will not be able to provide document cameras. Will this limitation pose a problem? A9. Document cameras will not be needed. Q10. How frequently (anticipated total number or percentage of days for the 50 week period of performance or anticipated number of days per week for each of the 50 weeks) do you expect to use the auditorium type area? A10. It is expected up to 30 days a year. Q11. What are the number and type of typical/representative events that you expect to hold in this area? What number or percentage of events is: less than one (1) day long? At least one (1) day long? Two (2) days long? Three (3) or more days long? What is the typical/representative room set up configurations required for these events? What is the typical/representative IT/AV equipment needed to support events in this area? A11. There is not sufficient data to answer this question at this time. Q12. May the facility allow other organizations and individuals to use the auditorium type area when it is not being used by NSWC? A12. Yes Q13. What is your expected use of the computer lab area? A13. Space is needed for students to log into online courses and to complete coursework. Q14. Will you require a printer and a document camera in the computer lab area? (Note that document cameras will not be provided.) A14. A printer will be required in the computer lab area for students to print study materials. A document camera will not be necessary. Q15. May the facility allow other organizations and individuals to use the computer lab area when it is not being used by NSWC? A15. Yes Q16. It is expected that NSWC would provide toner cartridges and paper for a computer lab printer. Would this stipulation pose a problem? A16. The facility is expected to provide toner cartridges and paper. Q17. Will all facility computers (instructor, computer classrooms, and computer lab area and office spaces) need to meet all of the listed requirements? A17. Computer requirements are the minimum requirement for classrooms. Office spaces may differ slightly. Q18. The computer classrooms and computer lab area will be equipped with laptop and desktop computers that meet the facility s hardware and software standards but we believe that the equipment and software can be modified to meet most of the listed requirements. Will NSWC personnel be able to work with facility personnel to assure that all computers meet NSWC s requirements? A18. Yes Q19. Will NSWC compensate the facility for the cost difference between the facility s planned hardware/software standards and NSWC s required hardware/software configuration? If yes, can the facility include that additional cost in the base year lease/rental cost? A19. The white paper should address how the facility will meet NSWC s requirement. If fulfillment of this requirement will increase the cost estimate then the facility should account for that cost in their cost estimate. Q20. The facility s standard rental/lease agreement and cost for the use of dedicated spaces/offices does not include a computer and printer for each space/office. A20. It is expected that the facility would provide the computer and printer for each space/office. The white paper should address how the facility will meet this requirement. Q21. Will NSWC either provide government computer equipment for the technical/support personnel? A21. It is expected that the facility would provide computer equipment for the technical/support personnel. The white paper should address how the facility will meet this requirement. Q22. If NSWC will not provide government computer equipment, will NSWC compensate the facility for the cost of providing three (3) computers and three (3) printers for technical/support personnel? A22. The white paper should address how the facility will meet NSWC s requirements. If fulfillment of this requirement will increase the cost estimate then the facility should account for that cost in their cost estimate. Q23. The facility will have a first floor lounge area with vending machines, tables/chairs and a microwave and a second floor lounge with tables/chairs, and both areas are suitable for eating. The facility will not have a full size refrigerator or an area appropriate for food preparation other than heating microwavable items. Will these limitations pose a problem? A23. No Q24. A coffee mess could be set up and maintained in the first floor lounge area and it is expected that NSWC personnel would provide all necessary equipment and coffee mess supplies. Would this stipulation pose a problem? A24. It is expected that the facility will provide a coffee mess or means to obtain coffee. Q25. The historical data indicates that the Defense Acquisition University (DAU) plans to offer twenty eight (28) weeks of training for NSWC during FY12. Do you expect that DAU you will increase the number of weeks of training? A25. It is possible. Q26. Do you expect that NSWC will offer courses, programs or events conducted by government entities, public and/or private in state and out of state educational institutions (e.g., Naval Postgraduate School, the Naval War College, Rappahannock Community College or the College of Southern Maryland) or private training providers (firms or consultants)? If so, can you provide anticipated usage data? A26. It is possible. It is expected the Naval War College will present a class each Tuesday evening from 1700-2000 during the Fall and Spring academic semesters. Q27. As a public university, how should we measure company size status? Can we provide you with the dollar value of our total operating budget? The number of employees? Both of these indicators? Or some other indicator of company size? A27. Universities along with all other possible vendors that work with the Federal Government are required to be registered in the Central Contractor Registration (CCR). The website is https://www.bpn.gov/ccr/. Please consult this website to determine if your organization is registered. This website shows the business size determination for organizations that are registered by NAICS code. NSWCDD does not make determination regarding company size. Q28. Do you expect that NSWC will require the use of the facility s interactive video conferencing (IVC) capabilities? A28. It is possible if a special event requires it. Q29. If so, can you estimate the number or frequency of courses, programs or events requiring IVC equipment and support? A29. Very infrequently Q30. Do you expect to conduct any courses, programs or events that will require a facility security clearance? A30. Not at this time but possible in the future.
