Description
TF39 RFI Questions THIS IS A REQUEST FOR INFORMATION. NO SOLICITATION IS BEING ISSUED AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This request is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. Any resulting procurement action will be the subject of a separate, future announcement. The following information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release. TF39 Description of Services: Engine Overhaul/Repair consisting of the labor and material necessary to accomplish the Overhaul/Repair of the TF39 Engine, modules, components, accessories, and piece parts. The engines will be repaired in accordance with (IAW) applicable TF39 Technical Order (T.O.) requirements. This requirement also entails Receiving, Handling, Transporting, Inspecting, Testing, Repairing, Overhauling, Performance Testing, Functional Testing, Pre/Post Bore-scope Inspections, and Engine Preservation. Scheduled and Unscheduled Depot Maintenance, Analytical Condition Inspection, Engine Mishap Investigation Support, and Maintenance Data Systems management are within the scope of this requirement. The Overhaul/Repair process includes management of repairable spares, consumable materials, and material procurement. The maintenance program for the TF39 engine is based on the principles of “Reliability Centered Maintenance” (RCM). All maintenance performed shall be based on: the actual condition of the item as determined by inspection; the likely time to failure of the assemblies and sub-assemblies once returned to service; testing; occurrence of a specific event; or the expiration of operating time limits which themselves are based upon previously determined conditions. These will be prescribed by the applicable TF39 T.O.s and Time Compliance Technical Orders (TCTO’s). It should be noted that the engine fleet size is currently 510 engines, but due to C-5 Galaxy aircraft retirements and ongoing scheduled fleet modifications, forecasted fleet size in FY14 will be approximately 225 engines with continued reductions to approximately 135-140 engines by FY16. All responsible sources interested in providing services for this requirement are requested to provide a written summary of information concerning their technical certifications, capabilities, experience (current services or contracts – to include points of contact and telephone numbers) and corporate background. Interested parties should provide a description of potential approaches for review by the Government no later than 30 days from the date of issuance of this RFI. Information provided per this synopsis must indicate in writing, whether they are large, small, disadvantaged, or a woman owned business. This acquisition will fall under NAICS 488190 and its applicable size standard of below $7M. Responses shall be limited to 10 pages or less and a typographical font of 12 or greater. All responses and questions should be forwarded to the attention of the Contracting Officer. Any information submitted by respondents to this RFI is strictly voluntary. This RFI does not constitute a Request For Proposal (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government’s ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this RFI.
