- The Naval Air Systems Command (NAVAIR) intends to award a Delivery Order to contract number N00019-09-G-0013 to Alliant Techsystems of Clearwater, FL, to develop and conduct contractor testing for Smart Dispense capability for the AAR-47 Missle Warning System. The AAR-47 Missle Warning System provides a low cost, light weight, self-protection countermeasure capability to the United States Marine Corp. (USMC) and United States Navy (USN) helicopters, rotorcraft, and low/slow fixed wing aircraft. The delivery order will be awarded on a sole sounce basis to Aliiant Techsystems under the authority of 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'only one responsible source and no other supplies or services will satisfy agency requirements.' Alliant Techsystems is the sole designer, developer, and manufacturer if the AAR-47 system and the only known firm with the unique engineering expertise, knowledge and source data to perform this requirement.
