- THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE, OR TO CONTRACT FOR SERVICES. The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) required contractor support to assist in the management and updating of Actuate's BIRT Scorecard Performance Measurement System which is used by Army Corps of Engineers Information Technology (ACE-IT) to track and manage key performance metrics and indicators. Services will include such areas as measure changes, updates to interpretive tools (Books, Maps), creation of new BIRT reports, database maintenance and management, and data capture and automation. Skill sets for this requirement includes the need for principal-level programming, database administration and project management that is expert in Actuate BIRT Scorecard application and advanced reporting development using the BIRT Reporting tool. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price (FFP) type contract to include one base year and two option years for a total of three years, beginning on day of award. For this announcement the DRAFT Performance Work Statement (PWS) is attached. Please note this is subject to change. The purpose of this Request for Information (RFI) is to obtain availability of vendors and to determine interest in participation before a Request for Proposal (RFP) is released for the required services. Respondents are requested to review the attached DRAFT PWS and submit responses to the following questions: 1. If capable of providing the services mentioned herein, please note whether your company is considered a large or small business under NAICS code 541511. 2. If you are a small business, are you capable of assembling a team that can perform the services described in which the prime contractor performs at least 51% of the work (by dollar value)? Please provide a capability statement that describes your ability to this type of work. 3. General questions(s), if any relating to the PWS that need to be clarified prior to release of a RFP.
