PWS Industry Day Slides and PWS UPDATE 15 NOV 2011 The slides and PWS have been posted UPDATE 14 NOV 201 The government will be having an Industry day on 21 Nov 2011 at the Hill AFB Aerospace Museum conference room from 0800-1200. Please fill out the attached registration form. Industry day slides will be posted soon. UPDATE 9 NOV 2011 The government is still working on the strategy for this requirement. We would like input from any outside sources to include large businesses for this requirement. The government is considering a sole source to Robins-Gioia. The government also has set a TENTATIVE date for an industry day on the morning of 21 November 2011. Please email Hideo Mera, hideo.mera@hill.af.mil, if you are interested or expect to attend the Industry Day here at Hill AFB. Slides will be posted prior to the industry day. The primary discussion will be whether there are other capable companies with the ability to fully support this requirement without any transition delays that would affect the overall mission of the customer. UPDATE 7 N0V 2011 Jaguar and Depot Resource and Forecasting Tool (DRAFT) may be proprietary to Robins-Gioia. Interested vendors are requested to respond to this requirement and it's ability or inability to support this contract with other commercial software or ability to acquire software licensing from Robins-Gioia. Depot Resource and Forecasting Tool (DRAFT) was developed for the Air Force, it was developed and is maintained in the Control and Analysis Tool (CAT II). CAT II is an R-G proprietary database and development environment. The primary users of DRAFT are work loaders and master schedulers. The output is used by the Work Support group to communicate personnel requirements to the Squadrons and eventually up to AMXG. DRAFT is critical to outyear forecasting in AMXG for facilities and manpower. Jaguar is an algorithm used as the scheduling engine for G097 (PDMSS). G097 is the USAF standard project management information system that facilitates planning, tracking, scheduling, execution and performance measurement activities for programmed/un-programmed depot maintenance workload at all ALCs. This requirement is critical to 309 MXW mission success and mitigation of all potential risks is necessary. All input is desired at this time to develop the most effective/efficient acquisition strategy. ___________________________________________________________________________ HIll AFB is contemplating a contract for Programmed Depot Maintenance Scheduling System (PDMSS) web, Maintenance Work Request (MWR), Depot Resource and Forcasting Tool (DRAFT), Cost Production Performance Module (CPPM), Aircraft Enterprose System (AES), and Facility Equipment Maintenance (FEM). The contractor is responsible for maintaining, developing and implementing enhancements, providing program management oversight and technical expertise for OO-ALC’s Programmed Depot Maintenance Scheduling System (PDMSS) Web, Maintenance Work Request (MWR) system, Depot Resource and Forecasting Tool (DRAFT), Cost Production Performance Module (CPPM), Aircraft Enterprise System (AES) and Facility Equipment Maintenance (FEM). Contractor will provide direct program management oversight for daily operations; provide technical programming, development, trouble shooting for system development, requirements, and software life-cycle management for OO-ALC. Contractor will have trained and experienced personnel in LEAN, Six Sigma, Critical Chain Program Management (CCPM), Critical Path and Theory of Constraints (TOC). The contractor will provide on-site program management consultant services regarding the use of G097’s scheduling engine (Jaguar), PDMSS Web, MWR, DRAFT, CPPM, AES and FEM. Please review the draft PWS, all questions and comments will be welcomed. Contract type: 5 year FFP contract Period of performance: Basic year with four (4) option years, option 5 may be exercised in accordance with FAR clause 52.217-8, option to Extend Services, as necessary Basic: 12 months Option 1: 12 months Option 2: 12 months Option 3: 12 months Option 4: 12 months Option 5: NTE 6 months CLIN: 0001-0501 - Technical Requirement 0002-0502 - Travel Cost 0003-0503 - Data Offerors will be given 30 days to submit a proposal, starting from date of issue of solicitation. Anticipated RFP release date is 15 Nov 2011. Anticipated performance start date 6 February 2012. A 30 day transition period starting 6 January 2012 will be required for all offerors except the incumbent. The incumbent contractor is Robbins Gioia Contract # FA8201-09-F-A001
