- The Marine Corps Systems Command, Quantico, VA intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 13.106-1(b) to L-3 Communications Corporation, 9 Akira Way, Londonberry, NH 03053 for the purchase of 15 AN/PVS-24/Long Range (LR) Individual Weapon Sight-Image Intensifier optics and ten adapter brackets. The AN/PVS-24 is a an individual imaging device capable of acquiring targets at night with increased recognition certainty when used in conjunction with the magnified day optics. The AN/PVS-24 is a clip-on system which can be mounted to multiple small arms systems, including the M16A4, M4, M4A1, M27 and MK-12 special purpose rifle. It is mounted in-line with the day optic and provides a magnified, image intensified capability. PM Optics requires the above referenced Manufacturer to provide candidate, improved versions of the AN/PVS-24A and M240 Mil-Std-1913 adapter brackets. These items are being purchased in support of ongoing research and development effort examining the feasibility of both recovering components from legacy image intensified devices and improving the range and resolution of the current AN/PVS-24A. This purchase includes three types of devices: the PN 39115150-905 is for baseline articles fabricated from all new components; PN 39115150-904 is for test articles manufactured from unmodified, spare AN/PVS17C image tubes; PN 39115150-903 is for test articles assembled from spare AN/PVS17C tubes that are modified by L3 to provide a variable gain feature. The estimated magnitude of the contract value is approximately $141,930.00. Delivery is required within 120 days of contract award. The North American Industry Classification (NAICS) Code is 333314, Optical Instrument and Lens Manufacturing. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for this requirement, and past performance data within ten calendar days of this posting, by 2:00 PM EST, to John Young, Jr. at john.e.young2@usmc.mil, and copy to Jaime Arias at jaime.arias@usmc.mil.
