Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Thermo Fisher Scientific, Inc. who is doing business as Pierce Biotechnology, Inc., 3747 North Meridian Road, Rockford, IL 61101 for a 12 month service/maintenance agreement for the following equipment: (1) ArrayScan HCS Reader Platform, Part No. SS00051, serial No. 764 (2) Live Cell Chamber, Part No. SS00211 These instruments allows screening of large numbers of small interfering RNA (siRNA) molecules for effects on cultured cells in real time using live cell imaging in an automated fashion. The service agreement includes (1) unlimited break/fix site visits, parts, and technical support (phone, WebEx), (2) one preventative maintenance per year, (3) BioApplication support from FAS, (4) Informatics support (store database, applications server), (5) vHCS client SW support (Discovery toolboxes, VHCS View) and (6) ArrayScan instrument (Brightfield module, Emission FW, ApoTome included). Thermo Fisher Scientific is the manufacturer of the ArrayScan HCS Reader Platform and the sole provider of service agreements for these instruments. NIA’s research requires continuous use of these instruments and Thermo Fisher Scientific has serviced these instruments in accordance with factory specification since the instruments have been under warranty. Thermo Fisher Scientific technicians have access to proprietary data and parts along with the technical expertise that is necessary for proper repairs of these high complex instruments. The Period of Performance is 12 months. The acquisition is being conducted under FAR Part 12-Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(2) and FAR 13.501(a)(1) to use Simplified Acquisition Procedures for Commercial Items. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis by submitting a statement of capabilities on or before 10:00 AM E.T., November 21, 2011 to Korriise LaRoche, larochek@mail.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIA to determine if it can meet the above unique specifications described herein. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA, the vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, the vendor must be registered in the Central Contractor Registration (CCR) at ww.ccr.gov. Please reference announcement number NOI-2336655 on all correspondence.
