- THE NATIONAL PARK SERVICE, LAKE MEAD NATIONAL RECREATION AREA IS SOLICITING WRITTEN PROPOSALS. DETAIL PROPOSALS ARE REQUIRED. The solicitation (SF 1449 attached hereto) will be available at http://deasec.nbc.gov and http://www.fbo.gov PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED.REQUIREMENT: This solicitation is to perform surveys to provide information on existing Land Mobile Radio (LMR) coverage areas found in Southern Nevada operations areas as defined by this solicitation. PROVIDE A DETAIL TECHNICAL DESCRIPTION OF THE ITEM/SERVICES BEING OFFERED IN SUFFICIENT DETAIL TO EVALUATE COMPLIANCE WITH THE SOLICITATION AND SOW. OBJECTIVE: The objective of this project is to determine the best way to obtain 95% Land Mobile Radio (LMR) coverage within the areas of responsibility for the Department of the Interior (DOI) and U S Forest Service (FS) throughout Southern Nevada. The Solicitation no: P12PS20291. The National Park Service requires a Firm-Fixed price contract for commercial items/services to complete the project. Work will include, but not limited to: (1) Project Management, provide project schedule after contract award, provide the bi-weekly project status report (2) Engineering Services, provide existing coverage analysis report 45 days after project schedule is approved, coverage analysis report that will include radio coverage showing talk back for portables & mobiles and repeaters in GIS models in either ESRI GRID or ESRI Shape file format (This GIS component will show all spatial data, vector and raster, to be delivered in UTM Nad83 Zone 11 coordinate system), interoperability with local governments, list of improvements and recommendations to improve existing radio coverage to include quick fixes and cost. PROJECT LOCATION: Lake Mead National Recreation Area (LAKE NRA) SOLICITATION DETAILS: This is a best value procurement and is 100% set-aside for Small Business concerns. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to this solicitation that will be most advantageous to the Government and offers the best value based on the following evaluation factors (i) Technical capability of the item/services to meet the Government's requirement (ii) Quality (iii) Total Evaluated Price.
