- NASA/KSC plans to issue a Request for Proposal (RFP) for the Test and OperationsSupport Contract (TOSC). Previous notices regarding TOSC were a Sources Sought Synopsis(NNK11TOSC11L) and Draft Request for Proposal (NNK12403225L). An interested parties listis located at <http://tosc.ksc.nasa.gov/>.TOSC provides for the management and performance of activities to accomplish groundprocessing for launch vehicles, spacecraft and payloads in support of the InternationalSpace Station, 21st Century Ground Systems, Space Launch System, and Multi-Purpose CrewVehicle Programs and limited spacecraft processing support services for Launch ServicesProgram customers.NASA/KSC intends to award a single contract with a 9.75-year period of performance(includes basic contract period and option periods).The Government does not intend to acquire a commercial item using FAR Part 12.The NAICS Code and Size Standard are 541712 and 1,000 employees, respectively.All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is on or about December 2, 2011, with ananticipated offer due date of on or about February 14, 2012.NASA Clause 1852.215-84, Ombudsman, is applicable. Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any).All contractual and technical questions must be submitted in writing (e-mail or fax) tothe Contracting Officer.
