Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number RFQ-KS-12-00001 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The requirement is a Small Business (SB) set-aside under NAICS code 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a SB threshold of $19,000,000.00. The description of the commercial service is to provide all maintenance and repair services on-site as well as procure and install replacement parts and supplies when necessary to maintain the proper operation of the listed instruments and equipment for the EPA Regio n 10 Laboratory in Port Orchard, WA. The Performance Work Statement (PWS), Equipment List, Pricing Schedule, and SAP Clause List applicable to this procurement are attached. The contract will be a Fixed Rate Time & Materials, performance based contract consisting of a one year base period, and four 1 year option periods. The CLINs will be structured in accordance with the attached Pricing Schedule that shall be submitted. Award will be made to the responsive and responsible contractor that is deemed the Lowest Price Technically Acceptable. Provision 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Quotes must be emailed, or mailed and are due by 11/22/2011 at 16:30 pm Central Time. Provision 52.212-3 and its ALT I, Offeror Representations and Certifications ? Commercial Items, is applicable to this acquisition. Offerors shoul d include a completed copy of this provision with its offer. Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The clauses within the attached document SAP Clause List also apply.
