Description
Columbus Biomass Site Map Synopsis: The Department of the Air Force ("the Air Force") requests an expression of interest from prospective entities (developers, contractors, teams, consortiums, joint ventures, etc.) capable of developing, designing, owning and operating a biomass energy generation project at Columbus Air Force Base (AFB), Mississippi. The Air Force seeks information regarding potential construction and operation of a biomass project in terms of an operating agreement parties would require in order for parties to fully analyze and make proposals for the opportunity, as well as questions and concerns market participants might have. Please see the list of questions below. The Air Force will consider other approaches to this business opportunity and respondents are encouraged to submit alternative business models to improve the return to the Air Force. Please submit any questions or additional information you would like included in a solicitation, should this project proceed. Background: The Air Force is considering the merits of leasing up to 2 parcels with a total of 120 acres (map attached) of non-excess land for a 20 megawatt (MW) biomass project on the installation. •· "Site 1" is on the northeast exterior of the installation with 65 developable acres. The site is relatively flat with some surrounding wetlands and sparse vegetation. This parcel is subject to Federal Aviation Administration height restrictions that preclude development of biomass systems that rely on tall structures (i.e., over 150'). Site 1 has access to Highway 45 via Barton Ferry Road. Tennessee Valley Authority (TVA) operates transmission line approximately one half mile to the north of Site 1. •· "Site 2" is on the southwest exterior of the installation with 55 developable acres. The site is relatively flat with some surrounding wetlands and heavy vegetation. This parcel is subject to Federal Aviation Administration height restrictions that preclude development of biomass systems that rely on tall structures (i.e., over 150'). This site is located in the 100 year floodplain and has two closed environmental restoration sites totaling 4 acres. Site 2 has access to Barton Ferry Road, and is located approximately 1 mile east of the Tombigbee River. TVA operates one transmission line adjacent to the second parcel, which leads to the installation's primary substation at the south gate. A detailed transmission study will be required to more accurately assess transmission impacts. Preliminary discussions with TVA indicate interest in obtaining power from this project through the Renewable Standard Offer program ( http://www.tva.gov/renewablestandardoffer ); however the developer would need to submit an application to their program. It is anticipated that an Enhanced Use Lease (EUL) would be accomplished under authority of 10 USC § 2667, authorizing the Secretary of the Air Force to out-lease non-excess real property for no longer than 50 years. Expression of Interest Desired: The Air Force requires that in exchange for a long-term lease of federally owned land for the biomass energy generation project, the Air Force would receive cash or in-kind consideration equal to or greater than the fair market value of the asset. Columbus AFB currently does not anticipate purchasing any power generated from the biomass energy generation project discussed within. The Air Force expects all expressions of interest to be commercially funded and financially viable ventures with associated commercial risk. In all cases, the Air Force would not develop, design, own, operate, or be the licensee for the biomass energy generation project. Please include in your response to this RFI, detailed answers to the following requirements: •1. Concept or concepts that would most interest your entity under an EUL, and how the scenario(s) might be envisioned to operate in terms of finance, security, size of the project, and acreage needed. •2. Description of the biomass energy generation project envisioned including design, provider, fuel source, plant life-cycle, and output. •3. Describe, as clearly and concisely as possible, the issues, concerns, and challenges facing your entity as you see it, in bringing a biomass energy project into fruition. In addition, briefly discuss how your entity would address concerns related to the following: competition for feedstock in the area, air emissions, transportation of feedstock to and from the site, transmission and interconnection, storage of feedstock, impact of 150' height restriction. •4. Provide preliminary performance expectations as well as economic viability data based on the proposed project's strengths, weaknesses, opportunities, and threats. •5. Identify that which you believe you need in the way of commitments, guarantees, etc., or require from the Air Force to own and operate a biomass energy generation project at Columbus AFB. Handling and Processing: All responses received will be considered. Under this RFI or under future issuances, the Air Force may terminate or continue to pursue this effort. Under 10 USC § 2667, the Air Force will use competition to pursue any leases, agreements, etc., that may be issued in pursuit of the Air Force asset management and energy goals. The Air Force expects to use consultants to assist it with its review of all responses received. All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator. All information desired or required to be handled as proprietary or as confidential business information should be clearly and appropriately marked. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information. The Government shall not be liable for, or suffer any, consequential damages for any improperly identified proprietary information.
