Attachment 2 - Past Performance Survey Attachment 1 to Solicitation - Pricing Sheets Solicitation The National Science Foundation (NSF) as a sponsor of the National Nanotechnology Coordination Office (NNCO) has a requirement for program and financial management services, technical expertise in facilitation support, strategic planning support, technical writing, information technology support, operations support, logistical support and project and administrative staff support to support the NNCO. The NNCO coordinates the preparation and publication of multiagency planning, budget, and assessment documents, such as the annual NNI supplement to the President's Budget, which also serves as the annual report called for in the 21st Century Nanotechnology Research and Development Act. The NNCO organizes meetings of the NSET Subcommittee and its working groups. It also organizes NNI-sponsored workshops and, as appropriate, publishes reports of those workshops. The NNCO coordinates development of information on the NNI and its activities for Congress when requested. The NNCO organizes public input and outreach activities; future examples may include web dialogues, citizens' panels, consensus conferences, and educational events. The NNCO arranges for the triennial review of the NNI by the National Research Council of the National Academies. The National Nanotechnology Initiative (NNI) is the U.S. Federal Government's interagency program for coordinating research and development (R&D) and enhancing communication and collaboration in nanoscale science, engineering, and technology. Twenty-five federal agencies participate in the NNI and individually and cooperatively expedite the discovery, development, and deployment of nanoscale science, engineering, and technology to serve the public good. The goals of the NNI, as established by the agencies in the 2011 NNI Strategic Plan, are to: advance a world-class nanotechnology research and development program; foster the transfer of new technologies into products for commercial and public benefit; develop and sustain educational resources, a skilled workforce, and the supporting infrastructure and tools to advance nanotechnology; and support responsible development of nanotechnology. The activities of the NNI R&D Program are organized into eight categories, or Program Component Areas (PCAs). The NNI PCAs cut across the interests and activities of the participating agencies and represent areas where achieving the goals of the NNI can be expedited through interagency coordination. The PCAs are: 1. Fundamental nanoscale phenomena and processes 2. Nanomaterials 3. Nanoscale devices and systems 4. Instrumentation research, metrology, and standards for nanotechnology 5. Nanomanufacturing 6. Major research facilities and instrumentation acquisition 7. Environment, health, and safety 8. Education and societal dimensions The NNI R&D Program is facilitated and coordinated by the Nanoscale Science, Engineering, and Technology (NSET) Subcommittee, which reports through the Committee on Technology to the Cabinet-level National Science and Technology Council. The purpose of NSET is to implement relevant portions of the 21st Century Nanotechnology Research and Development Act of 2003 (Public Law 108-153) and any other Federal statute related to nanoscale science, engineering, and technology R&D. In support of the aforementioned activities, the contractor will be required to provide program and financial management services, technical expertise in facilitation support, strategic planning support, technical writing, information technology support, operations support, logistical support and project and administrative staff support for the NNCO and the NNI R&D Program, as well as in new topics that may arise in response to changing priorities. This requirement is unrestricted. A single contract will be awarded for all required services. NSF anticipates offering a one-year time and materials contract with four one-year options.
